Discussion: 2013 Accomplishments <br />The board discussed the format that would result in the most effective use of time <br />for the City Council Study Session. The board agreed that they would like to <br />focus on work accomplished by the board instead of a mix of staff achievements <br />and topics supported by the board. The board plans to create a comprehensive <br />list of accomplishments, which will be in a hard -copy memo format, to be handed <br />out, rather than listing items in a power point presentation. The major board <br />accomplishments to be highlighted include: <br />- The "Open Houses" with the public for new trails <br />- Evaluation of Land Acquisition Rubric <br />- Volunteer, Education, and Outreach <br />- Management & Stewardship <br />Staff provided a template for the Council Communication and the board <br />answered the questions: <br />"What went well for your board ?" <br />- Having a city council member come to the meetings. <br />- Smooth transitions for membership. <br />- Catherine filling in for Ember during maternity leave. <br />"What did not work well for the board this past year?" <br />- The board did not have enough information and time to provide input <br />about capital expenditures from the Open Space & Parks Conservation <br />Trust Fund. <br />- Staff and the board were concerned that the board was tasked with the <br />first public review of the proposed development at the Baptist Church <br />property on So. Boulder Rd. The public arrived at this meeting with many <br />questions and concerns that the board could not answer. The board was <br />also in a gray area about how to comment on land acquisition for a <br />property that wasn't a strong fit for open space purchase but may have <br />been a good fit for park purchase. <br />- OSAB should not be given land acquisition /land swap decisions on the <br />night of the meeting. The board would like to avoid same -day decisions <br />whenever possible. The board should be given enough time to visit or <br />evaluate the parcel, or at a minimum given a photograph /video. Perhaps <br />the OSAB packet could flag chances to visit the parcel. The board would <br />like Planning to give the board sufficient notice and information before <br />requesting action. <br />"What areas do we need council's input /feedback ?" <br />- Mike's letter to the council, and Helen and Mike's meeting with the Mayor <br />and City Manager regarding expenditures from the Conservation Trust <br />Fund. <br />- Should OSAB be consulted /informed /have a chance to weigh -in <br />whenever Council spends funds from the Open Space & Parks <br />Conservation Trust Fund? <br />5 <br />
