City,/
Louisville
COLORADO • SINCE 1878
CITY COUNCIL COMMUNICATION
AGENDA ITEM 8G
SUBJECT:
DISCUSSION /DIRECTION /ACTION — PUBLIC OUTREACH,
PUBLIC NOTICE, AND PUBLIC OUTREACH TASK FORCE
DATE: FEBRUARY 4, 2014
PRESENTED BY: MEREDYTH MUTH, PUBLIC RELATIONS MANAGER
TROY RUSS, AICP, DIRECTOR OF PLANNING AND BUILDING
SAFETY
SUMMARY:
On Tuesday, December 3, 2013, the Louisville City Council adopted Ordinance
No.1647, Series 2013. This ordinance eliminated some significant gaps in the City's
public notice process: however, more work needs to be done to coordinate the City's
overall public outreach efforts and outline specific development review procedures in
the LMC to further improve the City's public involvement procedures.
The purpose of this discussion is to present the City's current public outreach program
as well as plans for updates to the program and ask the City Council for feedback and
suggestions on ways to improve the program and better integrate efforts. Additionally,
staff will discuss ways to expand and customize community outreach efforts for
legislative and quasi - judicial proceedings within the LMC.
Staff will take the information and feedback gathered at the meeting and use it as we
craft a specific new program to oversee the City's public outreach efforts. To that end,
staff is planning to ask for a budget amendment of $5,000 - $10,000 in the 2014 budget
to cover the costs of additional outreach including document design, postage, and
printing. That budget amendment could be higher if the direction from this meeting
requires additional resources.
The following table classifies the City's current public outreach systems for different
types of news and information into four distinct areas.
General Information
City Initiatives
Examples:
Construction Information
Board and Commission Vacancies
Emerald Ash Borer information
c Ward Meeting Notices
Examples:
c Some Legislative Action (i.e
Ordinances / LMC Amendments)
o Utility Rate Increases
o Comprehensive Plan
o Special Studies (i.e. Downtown
Parking)
o Budget Public Hearings
What we currently do:
Web site
What we currently do:
o Council Packet
CITY COUNCIL COMMUNICATION
