SUBJECT: <br />DATE: <br />PUBLIC OUTREACH, PUBLIC NOTICE <br />FEBRUARY 4, 2014 <br />PAGE 4 OF 9 <br />• Special Studies (i.e. Downtown Parking, Small Area Plans) <br />c Budget Public Hearings <br />These initiatives can be divided into two categories: city -wide, or area specific. Staff <br />currently utilizes the following tools for city -wide initiatives: <br />o City Web site <br />o Community Update Newsletter (10,000) <br />o Channel 8 <br />o Chamber /DBA Email blasts <br />o Council / City Board Packets <br />Staff has supplemented these basic tools for more high profile projects, such as the <br />Comprehensive Plan, with a project specific web -site (MindMixer) and customized email <br />distributions for interested individuals. <br />Staff is proposing supplementing the public outreach for area specific city initiatives, like <br />the Downtown Pedestrian and Parking Plan and Small Area Plans, with individual <br />mailings to residents and business owners in the specific study area plus 500 -feet. The <br />costs of this additional public outreach will vary on a project by project basis. However, <br />the cost of this is not currently budgeted. As stated above, staff will request a budget <br />amendment of $5,000 - $10,000 in the 2014 budget to cover the costs of this additional <br />outreach including document design, postage, and printing. <br />The centralized information system noted above will be used for these initiatives as well. <br />This means departments will need to identify projects that need public outreach and <br />commit to engaging in the new centralized information system early in the process. That <br />is, not just telling the public that a change has been made, but working to garner input <br />before the change is made. <br />Quasi - Judicial Proceedings <br />A quasi - judicial proceeding refers to the actions of an agency, board, or other <br />government entity in which there are hearings, orders, judgments or other activities <br />similar to those conducted by courts. Quasi- judicial issues in Louisville typically are <br />decision making hearings on personal property rights. These include actions by City <br />Council, Planning Commission, Historic Preservation Commission, Licensing Authority, <br />Building Code Board of Appeals and Board of Adjustment. Examples include land use <br />decisions, landmarking, variances and special permits. For reference, legislative issues <br />are policy issues that affect the City as a whole versus individual rights. Examples <br />include a noise ordinance City -wide, or a smoking ban city -wide. <br />The Louisville City Council and its advising Boards and Commissions must follow <br />special open government due process rules for quasi - judicial actions to ensure a fair <br />CITY COUNCIL COMMUNICATION <br />
