City Council <br />Meeting Minutes <br />April 1, 2014 <br />Page 6 of 24 <br />currently working with value engineering and have reduced the cost by $400,000. The <br />design documents should be available in July and will be reviewed by the City and Fire <br />Protection District before going to the Planning Commission. <br />Deputy City Manager Balser explained staff intends to submit the application to the <br />Planning Commission in May. A study session has been scheduled for April 22 for <br />preliminary discussion on the design features. Staff is working to speed up the timeline <br />in anticipation of rising construction costs and any adverse weather. As this is a quasi - <br />judicial issue, she asked whether Council preferred not to meet in April to discuss <br />design issues. <br />City Attorney Light explained the City is the owner of the site and will be required to file <br />a land use application. Colorado law provides unless a municipality exempts itself from <br />its zoning rules, the municipality is subject to zoning rules. A site plan must be <br />submitted and a PUD hearing must be set. As the owner of the building, staff is looking <br />for direction on whether the Council would like to have more input. At the PUD hearing <br />Council will base their decision on all the evidence presented, however the law <br />recognizes the presumption of regularity and if Council wants to look at the materials <br />before they are submitted, staff could present them in a narrow focus for general <br />comments. <br />COUNCIL COMMENTS <br />Council member Loo was interested in seeing' the plans earlier. <br />Council member Stolzmann expressed her concern over the budget numbers. <br />Originally it was $8.2 million for construction, and now it is $13,723 million. CIP <br />Manager Trettin explained the construction cost was $8.2 million, but then the City <br />purchased the land for $1.7 million. The budget for the project is $10.3 million. City <br />Manager Fleming clarified 13.723 was the number of acres purchased for the City <br />Services Facility and not the cost for construction and the land. <br />Finance Director Watson explained the total budget amount for 2014 was $7.2 million, <br />which was divided between four funds. Since then the financial impacts are based on <br />$9.7 million, which is split between two years. The total project cost of construction, not <br />including the land, is $9.7 million. Based on the latest information, the total cost for <br />2014 and 2015 split equally is $10.7 million. The estimate for the DOLA grant is now $1 <br />million. The graphs shown in the Council Communication understate the cost by <br />$750,000. <br />Council member Keany noted when he sat on City Council previously, the Council <br />looked at every structure built by the City. <br />Council member Lipton expressed his hope the Council would not look at the interior of <br />the building.
