City Council <br />Meeting Minutes <br />April 15, 2014 <br />Page 12 of 15 <br />Council member Keany asked if there were other members of Council who have <br />requested an executive session. Mayor Muckle also requested the executive session. <br />City Attorney Light explained the Charter provides the record reflect who is requesting <br />the executive session. He clarified for the record, Council member Stolzmann and <br />Mayor Muckle are requesting the executive session. <br />Council member Lipton was not personally aware of any issues with respect to the <br />performance of the City Manager, which would warrant a performance evaluation prior <br />to the scheduled performance timeframe in August. He felt if individual Council <br />members have issues with the City Manager; they should be communicated to the City <br />Manager or the Mayor. He was interested in discussing the actual process of <br />conducting a performance evaluation at a later time. He felt the discussion should be <br />held in a public meeting. He opposed convening an executive session for the purposes <br />of a performance review of the City Manager. <br />Council member Stolzmann felt it is a bad management practice to wait until the end of <br />the year to provide feedback. She stressed the importance of providing feedback along <br />the way. She felt a personal responsibility in managing a person and representing <br />constituents who have pointed out weaknesses in the group. She felt obligated to <br />represent both matters. She felt addressing weakness and strength is ongoing and very <br />important for improvement. She did not feel it was fair to wait until the end of the year to <br />provide feedback. She stressed the importance of providing feedback as a group. If <br />individual Council members bring suggestions to the City Manager it puts him in the <br />position of deciding which of his bosses to listen to. She stated in the spirit of the <br />Charter the Council must act collectively on addressing issues. Council should speak <br />as one voice and not individually give direction to the City Manager. <br />Mayor Pro Tem Dalton stated it has been the Council's practice to do an annual review, <br />of the City Manager's performance. He was personally happy with the current process <br />and stated if Council feels the process should be looked at, they should discuss <br />changing the process. He supported discussing a process, which would provide more <br />frequent feedback. Council member Stolzmann stated the process is outlined in the <br />City Charter. <br />Council member Lipton opposed setting a precedence of having an executive session <br />for the purpose of giving performance feedback to the City Manager. Any time a Council <br />member had a grievance or concern they could ask for an executive session and give <br />constant feedback. He agreed with giving periodic feedback, but feltit should be done <br />in an organized, structured way and should be outlined in the beginning, otherwise it <br />would be poor management practice. <br />Council member Loo was interested in having a public discussion on the process. She <br />agreed with other Council members this is not the proper way to provide feedback. <br />
