Open Space Advisory Board <br />Minutes <br />April 9th, 2014 <br />Page 3 of 7 <br />social trails. City of Boulder is currently trying a first -ever observational study on social <br />trails. <br />Mike pointed out that population growth will only increase the need for these sorts of <br />education programs. Ben agreed that it is vital to get out in front of population growth to <br />establish norms. <br />Spencer asked again about social trail management issues and whether managing <br />these could be part of the fee service. Ben said that the fee -based service can be <br />catered to the specific needs of the client community. <br />Joe pointed out that it would be helpful to coordinating with City of Lafayette and Boulder <br />County for the sake of consistency and also for the jointly -owned open space. <br />Ben suggested that trying to find opinion leaders in the community can also help spread <br />the information. <br />Linda asked about signage to prevent bike /pedestrian conflicts. Ben said they had done <br />some work for specific communities, but that they didn't have a stock icon /sign. <br />Ben can be reached at: Ben @LNT.org <br />VI. Staff Updates - <br />1) Joe attended a Great Outdoors Colorado (GOCO) meeting today in Lyons. GOCO <br />shared that there would be a $66,000 grant to the city to help reconstruct the Coal Creek <br />Trail. This money will meet the projected budget short -fall to finish the work. Joe <br />expressed the opinion that GOCO was easy to work with, efficient, and timely. <br />2) Goodland is working on design for Coal Creek trail reconstruction and will likely be <br />working on the trail section from Dillon to Community Park first. Staff has broken the trail <br />in three sections, and this is the middle one, thought to be the simplest to repair. Staff is <br />working on new flood mitigation designs at two points on the Coal Creek Trail, where <br />FEMA has approved mitigation funding. The Hwy 36 workers surprised staff by <br />beginning work at the HWY 36 underpass and closing the Coal Creek trail. Since they <br />are doing this work, the City won't have to, but staff is working to make sure it is done in <br />manner that is consistent with the rest of the trail. <br />3) McCaslin & Washington Underpass: The Davidson Mesa side of the project and the <br />dog off -leash area will open very soon (possibly next week). Ember showed slides of <br />the site. There was a small error with the irrigation and the grading (did not quite meet <br />ADA needs), these issues are being resolved. Ember needs to coordinate with a family <br />to move a memorial bench. There might be time to get the landscaping in before the <br />public opening.
