Open Space Advisory Board
Minutes
April 9th, 2014
will the parking lot's issues be addressed? Mike suggested that starting the public
process will create the expectation of immediate work.
VIII. Public Comments on Items Not on the Agenda- Andy Lecuyer 1364 Golden
Eagle Way: Wants to see an articulation of a plan for the Cottonwood Park purchase, so
there isn't the perception that the City bought the property just to placate the immediate
neighbors.
IX. Discussion: Open Space Capital Improvement Projects- List of 2015 CIP
proposals that the board needs to rank as high, medium, and low priority. The list is in
no particular order. Most of these would be funded by the Open Space & Parks
Conservation Trust Fund, though not necessarily. Ember gave a brief explanation of
each one of these, giving an approximate 2015 cost for each. OSAB voted on each one.
Please see table on page six to review OSAB rankings.
Tom wanted it to be noted for the minutes that he was dissatisfied with the way that the
city facility was funded by the Open Space & Parks Conservation Trust Fund without it
ever coming before the board for comment.
It was agreed that the Interpretative Education could roll into the wayfinding initiative.
The Board then voted by each person individually ranking their top three priorities. The
results (in order of points received):
1) Wayfinding Signs /Interpretive Education
2) Trail Improvement
3) Monitoring and Inventory
4) Hecla Lake Improvements
5) New Trails
