Open Space Advisory Board <br />Minutes <br />April 9th, 2014 <br />Page 7 of 7 <br />The board made a motion to ask staff to put together an RFP for proposals for <br />consultants to develop a formal project proposal based on the presentation. The motion <br />was passed unanimously. <br />XI. Discussion: Debriefing of Meeting between OSAB and the Mayor and City <br />Manager Regarding the Conservation Trust Fund- Helen and Laura met with City <br />Manager, Malcolm Fleming and Mayor, Robert Muckle. OSAB talked about dividing <br />open space and parks expenditures in the budget as this would provide improved <br />transparency and also allow for benchmarking open space funding against other <br />communities. OSAB communicated that there are citizens questioning using the Open <br />Space & Parks Conservation Trust Fund for parks, CIP, and maintenance issues. <br />Though these expenditures are permitted via the language of the ballot measure, there <br />may be a knowledge gap about that fact, as the fund is often referred to as the "open <br />space tax." OSAB suggested that staff develop a strategy to preserve a minimum <br />balance in the fund such that there would always be enough to purchase the land <br />parcels that the OSAB has identified as the top three priorities. The Mayor supported <br />the notion for more transparency between park and open space transparency. The <br />Mayor and City Manager did not offer any comments about the letter about these issues <br />that OSAB has written to formally present to the city council. <br />Joe attended a study session last night with City Council, and there was some further <br />discussion of a more "programmatic" budget for open space and parks, to make it easier <br />to benchmark and for better transparency. So it appears that the meeting had some <br />impact, or aligns with similar feelings by others in the City. <br />The memo letter will be taken to study session with the City Council. <br />XII. Discussion: Revisions to Presentation for Study Session with City Council: <br />Since the study session has been postponed and it was getting late, Helen suggested <br />postponed this item. The motion passes unanimously. <br />XIII. Discussion Items for Next Meeting on May 14th <br />1) Tom will look into presenting the social surveys project. <br />2) Planning Department's presentation on wayfinding. <br />XII. Adjourn- Tom motioned to adjourn the meeting. Spencer seconded. The meeting <br />adjourned at 10:40 pm. <br />
