City Council
Meeting Minutes
May 6, 2014
parking tickets for parking violations. These markings do not add additional powers.
Staff is looking at a smaller, less intrusive parking design for the asphalt to indicate no
parking, which would be coordinated with an adjacent sign.
Council member Loo asked staff to present photographs of the designs for Council
consideration. City Manager Fleming explained the City needs to move quickly for the
summer season. There is a concern over painting the actual curbs red or yellow, so the
City is exploring different alternatives. Mayor Pro Tem Dalton supported the approach.
Council member Lipton was interested in hearing the public's comments. He expressed
his concern and disappointment the Lucky Pie was specifically identified in the parking
plan. Mayor Muckle concurred and stated the Council needs to talk generally about
properties and not about specific properties. He stated tonight the Council will discuss
the immediate options for this summer.
PUBLIC COMMENTS
Susan Honstein, 727 Pine Street, Louisville, CO lives in the downtown area and
attended all the parking meetings. She was pleasantly surprised to see an action plan
developed so quickly and felt the ideas of the proposal gave the downtown residents
some indication they are being heard. She had asked for, but did not see in the plan,
the actual marking for parking spaces within the block.
Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO observed one of the
areas for improvement is parking and signage. He suggested the signage should be as
intrusive as possible to make it clear parking is not allowed. He supported curb painting
and concurred with Council member Lipton about actually naming properties, but noted
the Lucky Pie property was purchased exclusively for parking purposes. He urged
Council to proceed slowly, so as to allow anyone who wishes to bring a proposal for an
alternative development forward.
Garrett Mundelein, 555 County Road, Louisville, CO also voiced his concern over the
quick sale of City property. He felt the focus should be on anyone who is interested in
purchasing the City property having a fair chance of submitting a development plan. He
lives in an area affected by event parking and since January has not been able to
access his property, where he is developing townhomes. He reported on 12 incidents
where cars block his driveways and deliveries could not be made. The cars are not
ticketed nor towed. He addressed curb painting and noted encroachments on driveways
are a very big issue and noted the City Code requires 5' from a driveway to provide a
turning radius.
Drew Honness, owner of Sweet Cow and Brendan McManus, Lucky Pie owner, 637
Front Street, Louisville, CO addressed the sale of the City -owned building, which is
occupied by their two businesses.
