Planning and Public Safety Director Russ explained the promoters of nine of the <br />eleven major events downtown are aware of the additional costs and are comfortable <br />with the recommendations. Chris Pritchard, the DBA's parking representative, has <br />given notice to the vendors for the Street Faire. For the Street Faire, the DBA offered <br />to fund another police officer to help manage parking. <br />Council member Loo asked if all the vendors will be treated equally and is there a <br />specific Parking Management Plan on file. Planning and Public Safety Russ explained <br />as the Taste of Louisville will be occurring too soon, the plan is for the Street Faire. The <br />Parking Management Plan is a recommendation. Staff believes this fall a consultant <br />should review the parking for downtown events and develop a Parking Management <br />Plan for 2015. <br />Mayor Pro Tem Dalton addressed the memo from a downtown person concerned about <br />the parking problem. He asked under the scheme is the sale of the Lucky Pie building <br />being discussed. Mayor Muckle stated it was not part of the immediate action plan. <br />Council member Keany met with downtown residents, DBA and the staff last week <br />about the Street Faire. Their major concern was curb painting and he encouraged the <br />staff to paint the curbs as soon as possible. With respect to signage, as the City does <br />not have an agreement with Xcel Energy, could there be some temporary signage on <br />Street Faire nights to direct people toward available parking <br />Planning and Building Safety Director Russ stated staff does not believe there is a safe <br />and effective way to direct the public to parking. He explained the new gateway will <br />provide a safe method of directing parking and pedestrians. <br />Council member Stolzmann suggested writing a letter to the County Commissioners <br />asking them to consider the City, of Louisville in their initiative for Eco Passes for <br />employees. Additionally, she suggested the City look at Eco Passes for the employees. <br />She suggested other incentive programs for City employees such as flex time on Friday <br />or work from home, car pooling, taking the bus or riding bikes. She was concerned over <br />the summer RTD route, which does not come downtown on busy event days. <br />Council member Lipton was not sure transportation should be included in the short-time <br />goals. He was not in favor of approving another County tax for the purpose of <br />supporting RTD. He felt the parking problem is an evening or special events problem <br />and not a daytime problem. He was not sure a flex schedule for City employees would <br />resolve the parking problem. <br />Council member Loo addressed the painting of curbs and inquired whether federal <br />standards require red paint. Public Works Director Kowar stated staff does not feel it <br />most effective to paint the actual curbs, which may lead to some unintended <br />consequences. Some of the options include following federal standards for painting <br />curbs and following the uniform traffic code. The police department may already write <br />
