City Council <br />Meeting Minutes <br />May 6, 2014 <br />Page 22 of 27 <br />DISCUSSION /DIRECTION /ACTION — PROPOSAL TO COMMISSION A <br />CONDITIONS SUVREY FOR 550 SOUTH MCCASLIN BOULEVARD, THE FORMER <br />SAM'S CLUB BUILDING IN LOUISVILLE <br />Mayor Muckle explained many members of the community have expressed their <br />concern over the many months the Sam's Club has remained vacant. He requested a <br />staff presentation. <br />Economic Development Director DeJong confirmed there have been concerns <br />expressed about the long term vacancy of the former Sam's Club building. He outlined <br />the proposal to commission a Condition Survey for 550 South McCaslin Boulevard, the <br />former Sam's Club as follows: <br />• Sam's Club closed January 2014 <br />- 13 acre property <br />— 128,000 SF building sitting mostly vacant <br />• Several concerns arise from the vacancy; <br />— Reduces the value of adjacent properties <br />— Could contribute to neighborhood decline <br />— Weakens the McCaslin Corridor <br />Condition Survey <br />— A study to determine if blighting factors exist in an area or property <br />— State Law lists 11 blight factors including: <br />• Substantial physical underutilization or vacancy of sites, buildings, <br />or other improvements; <br />• Faulty lot layout in relation to size, adequacy, accessibility, or <br />usefulness; <br />• Defective or unusual conditions of title rendering the title <br />nonmarketable; <br />A Conditions Survey is the first step to potentially establish an Urban Renewal Area <br />— Helps us better understand what may be contributing to underutilization <br />— Does not necessitate an Urban Renewal Plan <br />— Based on survey results, City Council decides whether or not blighting <br />factors exist <br />— If Council finds blight exists, actions to mitigate blight could be outlined in <br />an Urban Renewal Plan <br />City staff believes there may be several blight factors present at the former Sam's Club <br />property at 550 S. McCaslin Boulevard, including: <br />(c) Faulty lot layout in relation to size, adequacy, accessibility, or <br />(g) Defective or unusual conditions of title rendering the title nonmarketable. <br />
