City Council <br />Meeting Minutes <br />May 6, 2014 <br />Page 23 of 27 <br />(k) The existence of health, safety, or welfare factors requiring high levels of <br />municipal services or substantial physical underutilization or vacancy of sites, <br />buildings, or other improvements. <br />City Council direction was requested on the following: <br />1. Direction to staff to develop an RFP for consultant services to perform a <br />Conditions Survey <br />2. Direction to staff to engage the most qualified respondent identified through the <br />RFP process <br />Staff recommended the City Council direct staff to develop a Request for Proposals to <br />engage a consultant to perform a Conditions Survey of the former Sam's Club property <br />and to engage the most qualified respondent identified through the RFP process. <br />COUNCIL COMMENT <br />Council member Stolzmann inquired about the cost. Economic Development Director <br />estimated the cost of the Conditions Survey to be approximately $20,000. <br />Mayor Pro Tem Dalton felt generally the Urban Renewal and the finding of blight is <br />appropriate, but in this case, the property owner purchased the property knowing there <br />were covenants and is now asking the government to pursue blight of the area. He was <br />not supportive of the Conditions Survey. <br />Mayor Muckle felt any government should have concerns over using government <br />powers over private property. However, he felt the impact on the community is critical <br />and there are factors to consider in resolving the problems at this property. He would <br />like to see the business be able to operate within an equal playing field. He was <br />prepared to learn more about the conditions of the property. <br />Council member Loo wanted to be clear this condition survey is for the community. She <br />voiced her support for this process and noted it would be a long process. Council <br />member Keany also supported going forward with the conditions survey for the <br />community. <br />Council member Stolzmann was interested in having a third party telling Council what <br />blight conditions are contained on the property. <br />MOTION: Mayor Muckle moved to direct staff to develop a Request for Proposals to <br />engage a consultant to perform a Conditions Survey of. the former Sam's Club property, <br />seconded by Council member Keany. The vote was 5 -1. Mayor Pro Tem Dalton voted <br />no. <br />
