PROCLAMATION - COLORADO RECYCLING MONTH - JUNE 1996

Davidson read and presented the proclamation to Ken Wilson.

Wilson thanked Council and stated that last year at Louisville's drop-off center people recycled 1.6
million pounds of paper, 332,000 lbs. of glass, 14,000 lbs. of aluminum which helped save over
13,000 trees, over 4.1 million kwh of energy, about 50,000 lbs. of air pollutants, about 3,500 cu. yd.
oflandfill space, and about 5.5 million gallons of water. They expect an increase in the coming year
as the new facility opens.

DISCUSSION - RESOLUTION NO. 50, SERIES 1994 - ESTABLISHING A POLICY THAT
ONCE THE LIGHTED LOUISVILLE SPORTS COMPLEX IS IN OPERATION THE
LIGHTS AT MINER'S FIELD WILL NO LONGER BE USED

Bill Simmons, City Administrator, stated that Resolution No. 50 was adopted September 20, 1994,
and stated that once the Sports Complex was operational, lights at Miner's Field would no longer be
used. Council had been provided with the history of the lights at Miner's Field which Simmons
reviewed. The City retained the company that had done an inspection of the light poles in 1975 to
do a current inspection. Of the wooden poles and some needed treatment. Each pole has a stub or
two in support of it with bands attaching from the stub to the main pole. The report recommended
that three of the eight poles be replaced and the remainder receive some sort of treatment, if they are
to remain at Miner's Field.

Steve Baysinger, Parks & Recreation Director, stated that in Council's packet was some comparison
data for the meeting. It compared Louisville's ballfield situation and population count with those of
Boulder, Longmont, Lafayette, and Broomfield. The report compared how many ballfields, lighted
ballfields, and the ratio of ball fields to each 5,000 in population. He reviewed information from the
last Council meeting.

Simmons handed out further information that had come into City Hall since the preparation of the
packet. Staffhad put out flyer to the surrounding neighborhood, 1000 block of Front Street, 1000
block of Main Street, Lee Street, east South Street, east Spruce, east Walnut, and east Pine Street.
Residents called as a result of the flyers and their comments were in Council's packet. Of the
signatures on the petitions, 533 were from Louisville, calling for the lights to remain at Miner's Field.
Resolution No. 50 was adopted on the Consent Agenda and all Council members were present for
the unanimous vote of approval.

Davidson called for public comments.

Frankie Paxton, 824 Lee Avenue, Louisville, Colorado, stated that she lives center field of Miner's
Field and her mother lives across the street. They were in favor of keeping the lights.

3
