<br />with the potential limitation of development consistent with that annexation agreement. On behalf <br />of the property owners he asked Council not to approve this agreement. He asked Council to <br />negotiate with the landowner before imposing this cloud on the land. <br /> <br />Rocky Haight, 10925 Dillon Road, Louisville, Colorado, asked when his land had been transferred <br />to Lafayette's zoning and influence, as it used to be under Louisville's. He had just heard that any of <br />this was happening. Lafayette had approved his property for "Rural Preservation" two weeks ago, <br />before he had ever heard of it, and they told him that was just how it was. Then, on June 6 he <br />received a letter from the County saying he should be at Louisville's hearing because he was "Rural <br />Preservation." He did not know what "Rural Preservation" meant. The County denied there even <br />was a meeting. He felt "jerked around". He wanted to know if any study had been done on the effect <br />on the land value, or the use of the land, or transportation in the neighborhood. He asked if he was <br />now protected from the W -470 development. He pointed out that three years ago they watched <br />Tommy Thompson go bankrupt because of County zoning, so they talked to the County <br />Commissioners about selling them their development rights. He had a letter from Carolyn Holmberg <br />of the County stating that Mr. Haight was hasty and he should trust the County. He did. He wanted <br />to know if somebody would buy his development rights now that he had been zoned Rural <br />Preservation or did he miss the boat three years ago when he was negotiating with Holmberg and the <br />County to buy them. His property is surrounded by industrial/commercial zoning on three sides, so <br />he did not understand why his ten acres was zoned Rural Preservation when it is in the middle of <br />industrial zoning. He asked Council to delay their approval if this resolution. <br /> <br />Wilbur Billington, 6435 Outlook Drive, Mission, Kansas 66202, representing two of the three heirs <br />of the Callahan property, 8700 Baseline Road, Parcel 13 in the IGA, stated that the property had been <br />in the family for more than a century. He stated that the IGA represented a predetermined plan as <br />to the ultimate disposition of this land, a plan the family had no knowledge of, and no ability to <br />discuss this with any of those who make up those plans. He believed it would be appropriate, if <br />Council adopted this plan, to eliminate paragraph 3(e) and the designated Parcel 13 from the IGA. <br />They wanted the opportunity to work with Council, Lafayette, and Boulder County to determine an <br />appropriate disposition for the Callahan property. They have attempted over the years to sell this <br />remaining parcel of land, approximately 60 acres. They have had contracts which had all fallen <br />through due to the respective City Council's denial of prospective projects. He was concerned that <br />they had not had the opportunity for input on the IGA plan. <br /> <br />John Mayhoffer, 10014 Empire Drive, Lafayette, Colorado, felt the Mayhoffer property was being <br />targeted. He was against the IGA and asked that Council reject. He felt Louisville should be against <br />another government agency outside of their jurisdiction deciding whether they would annex a piece <br />of property. He pointed out that if it had not been for Bill Simmons he would not have knowledge <br />of this today. He was just notified by Boulder County that they would have a hearing on this June <br />27. <br /> <br />Janice Haight, 10925 Dillon Road, Louisville, Colorado, Parcel 11, stated that they had found out <br />about this accidently. They would not have known about this until July 7, if it had not been for a <br /> <br />3 <br />
