<br />Staff recommends the Mountain View bid, considering it is significantly less expensive <br />for comparable windows. The proposed windows are designed in a historic style, and <br />staff believes they will not detract from the historic character of the home. <br /> <br />INCENTIVES: <br />According to Section 15.36.030, City Council is afforded the legislative ability to provide <br />preservation incentives for those wishing to landmark their historical structure. Once <br />the structure is approved for landmarking, the applicant may act on one or more of the <br />incentives offered. <br /> <br />As part of the landmark process, City Council approved two incentives: a $1,000 <br />signing bonus and a $900 structural assessment grant. The signing bonus has no <br />restrictions on how it may be used, and the assessment grant may only be used for an <br />assessment. <br /> <br />Resolution 2, Series 2012 authorizes grants for landmarked residential structures of up <br />to $21,900, leaving a potential $20,000 remaining to be awarded for this house. That is <br />divided between a $5,000 flexible grant, requiring no matching, and a $15,000 focused <br />grant, requiring a 100% match from the applicant. <br /> <br />landmarked on April 2, 2013, so staff recommends utilizing the flexible grant before the <br />eligibility expires. However, the applicant has also expressed interest in applying for a <br />grant for painting the exterior of the structure, for which a maximum of $500 from the <br />flexible grant is permitted. Therefore, staff recommends holding out $500 for a future <br />grant application. <br /> <br />Item Amount Flexible Focused Match <br />Windows $9,088 $4,500 $2,294 $2,294 <br /> <br />The above results in a grant request of $6,794.00 with an applicant match of $2,294.00. <br />A 15 percent contingency on the total project cost equals $1,363.20. Because the <br />contingency would come out of the focused grant, a match is required. Staff <br />recommends the grant include a contingency of $681.60, giving a total grant amount of <br />$7,475.60. <br /> <br />FISCAL IMPACT <br />Expenditure of up to $7,475.60 from the Historic Preservation Fund for restoration work <br />at the Porta House located at 925 Lafarge Avenue. <br /> <br />The following table depicts the expenditures from the Historic Preservation Fund since <br />its inception: <br /> <br /> <br /> 4 <br /> <br />
