SUBJECT: CONDITIONS SURVEY DRAFT FOR 550 S. MCCASLIN BLVD

DATE: JUNE 30, 2014
PAGE2OF2

(k) The existence of health, safety, or welfare factors requiring high levels of municipal
services or substantial physical underutilization or vacancy of sites, buildings, or
other improvements;

Researching if blight conditions exist on the property is the first step outlined in
Colorado Urban Renewal Law to create an Urban Renewal Area and a Plan that could
Authority, to remediate the identified blighting factors. The results of the blight study
would not necessarily require the City to initiate an Urban Renewal Plan. However, the
study would allow for that possible course of action if subsequently decided by the
Louisville City Council.

DISCUSSION:
research results of blighting factors on the
property. The Consultant has found the following four blight factors;
1) Faulty lot layout in relation to size, adequacy, accessibility, or usefulness;
2) Deterioration of site or other improvements;
3) Defective or unusual conditions of title rendering the title nonmarketable;
4) The existence of health, safety, or welfare factors requiring high levels of
municipal services or substantial physical underutilization or vacancy of sites,
buildings, or other improvements.

The attached preliminary results memo by the Consultant describes the reasons for
each blight factor. Mr. Patten will be attending the meeting to discuss his findings.
Please review the draft for the detailed information.

These findings will again be presented in a public information meeting on July 7, 2014
at 6pm. A final report will go to the City Council on July 15, 2014 for their determination
if these blighting factors exist on the property.

RECOMMENDATION:
approved for this property, will be charged with implementing the plan. Staff wants the
commission the opportunity to endorse the findings to the City Council should the
commission choose to do so.

ATTACHMENT(S):
1.
