MCCASLIN BLVD <br /> <br /> <br /> <br />DATE: JUNE 30, 2014 <br />PAGE2OF2 <br /> <br /> <br />(k) The existence of health, safety, or welfare factors requiring high levels of municipal <br />services or substantial physical underutilization or vacancy of sites, buildings, or <br />other improvements; <br /> <br />Researching if blight conditions exist on the property is the first step outlined in <br />Colorado Urban Renewal Law to create an Urban Renewal Area and a Plan that could <br />Authority, to remediate the identified blighting factors. The results of the blight study <br />would not necessarily require the City to initiate an Urban Renewal Plan. However, the <br />study would allow for that possible course of action if subsequently decided by the <br />Louisville City Council. <br /> <br />DISCUSSION: <br /> research results of blighting factors on the <br />property. The Consultant has found the following four blight factors; <br />1) Faulty lot layout in relation to size, adequacy, accessibility, or usefulness; <br />2) Deterioration of site or other improvements; <br />3) Defective or unusual conditions of title rendering the title nonmarketable; <br />4) The existence of health, safety, or welfare factors requiring high levels of <br />municipal services or substantial physical underutilization or vacancy of sites, <br />buildings, or other improvements. <br /> <br />The attached preliminary results memo by the Consultant describes the reasons for <br />each blight factor. Mr. Patten will be attending the meeting to discuss his findings. <br />Please review the draft for the detailed information. <br /> <br />These findings will again be presented in a public information meeting on July 7, 2014 <br />at 6pm. A final report will go to the City Council on July 15, 2014 for their determination <br />if these blighting factors exist on the property. <br /> <br />RECOMMENDATION: <br />approved for this property, will be charged with implementing the plan. Staff wants the <br />commission the opportunity to endorse the findings to the City Council should the <br />commission choose to do so. <br /> <br />ATTACHMENT(S): <br />1.
