Open Space Advisory Board <br />Minutes <br />June 11th, 2014 <br />Page 2 of 6 <br />the Youth Corp include: Coal Creek Trail restoration, weed control, construction of a <br />floating wetland at the Warembourg fishing pond, prairie dog exclusion fencing at <br />Warembourg, parking lot clean up and shelter painting at Aquarius Open Space. <br />9. Spring -time weed control spraying has begun at Davidson Mesa, Daughenbaugh, <br />Coyote Run, and Walnut Park. <br />10. Staff has designed permanent "Mind Your Line" signs to be installed at the <br />Warembourg fishing pond and Harper Lake. This is an educational campaign to <br />promote citizens to clean up fishing line and gear to prevent injuries to wildlife. Helen <br />expressed surprise that the wording and graphics on the sign weren't consistent with the <br />Leave No Trace style guidelines, since OSAB was under the impression that staff was <br />planning to adopt the Leave No Trace program. Joe suggested that this was an <br />immediate need and the sign could always be revised in the future. Helen suggested <br />that the sign should include some of the Leave No Trace language even if it wasn't a <br />formal Leave No Trace sign. Missy asked to have an update on the final draft of the <br />signs to review at the next meeting or an email to OSAB with the revised design to keep <br />on schedule to get the signs up quickly. <br />11. Catherine taught a weed identification program on May 25th. Five people attended, <br />and three of the attendees signed up to be part of the Weed Whackers volunteer group. <br />There will be an event scheduled for Week Whackers in late July. <br />12. Catherine will teach an all -ages "Owl Extravaganza" program on June 18th from 3- <br />4pm at the Louisville Recreation Center. <br />13. The Keep it Clean Partnership will teach an adult class on aquatic macro - <br />invertebrates on June 26th from 7 -8pm at Lake Park. <br />VI. Board Updates - <br />1. Tom reports that he is in the raptor monitoring program and Swainson's hawks are <br />nesting in Louisville. <br />VII. Public Comments on Items Not on the Agenda <br />None <br />VIII. Discussion Item- "Draft Coyote Action Plan & Draft Coyote Management Plan" <br />Presented by Catherine Jepson, Open Space Specialist <br />Catherine presented the drafts of the Coyote Action Plan and the Coyote Management <br />Plan to OSAB so that those present could comment on the draft. Catherine asked for <br />any further comments, issues, or edits by June 13th. After OSAB's review, Ember and <br />Catherine will meet with the new Chief of Police, Chief Hayes, to discuss information - <br />sharing and responsibility between Open Space and Code Enforcement /Police. There <br />will be a final chance for OSAB to review the plan in July. Then staff will submit the plan <br />for comment to Colorado Parks and Wildlife, other City entities in the area, the Parks <br />and Recreation Department and City Manager for adoption by October of 2014. <br />The plan's number one concern is human safety, and research has shown that <br />education is the best way to reduce conflicts. The Open Space Division is responsible <br />for coyote outreach /education, documentation, and mapping. The education documents <br />all emphasize hazing and the reduction of attractants as the best ways of dealing with <br />problematic coyote populations, rather than lethal reduction or relocation.
