City Council <br />Special Meeting Minutes <br />June 24, 2014 <br />Page 11 of 14 <br />cutting through the open space that was purchased for conservation. She wanted to <br />take out the vault restroom at Aquarius Trailhead in lieu of the bathroom at the <br />Arboretum for 2015. <br />Council member Lipton suggested value engineering to bring down the cost. Council <br />member Loo stated her understanding the biggest expense for the Arboretum bathroom <br />was for the pipeline. <br />Council member Lipton addressed the ADA projects and suggested front loading <br />construction related projects such as the bathrooms and pushing other projects out. He <br />inquired about the golf course startup investments and the repayment of the loans. City <br />Manager Fleming stated the Utility Fund will have to be repaid, but the startup money <br />will not. The golf course will reopen in summer of 2015 and the expectation is for the <br />golf course to pay for expenses, a portion of the overhead and putting $220,000 into <br />reserves. <br />Council member Lipton asked for the total of the golf course startup. City Manager <br />Fleming stated $1 Million, including $750,000 for equipment; $250,000 for <br />improvements to the clubhouse and $10,000 for inventory. Council member Keany <br />stated the golf course model presentation at the last Council meeting included the <br />paybacks. <br />Council member Stolzmann suggested putting in bathrooms at the Arboretum and <br />pushing back the ADA improvements to the Heritage Park bathrooms and the Aquarius <br />bathroom one year. <br />Council member Stolzmann felt the sculpture park was a capital project. She suggested <br />a study session on citywide stormwater outfall improvements. She recommended the <br />controlled burns in the open space be moved forward from 2017 to 2016. She <br />addressed the expansion of the splash park at Community Park and suggested it be <br />redirected to another park. She felt the public would appreciate artificial grass at the <br />dog park. <br />Council member Lipton addressed the capital projects, and noted quite a few were in <br />design in the first year and in construction beginning the next year. He asked why these <br />projects can not be initiated and completed in the first year. Public Works Director <br />Kowar stated there are due diligence processes and studies, which have to be <br />accomplished. <br />Council member Lipton suggested going to design this year and set out for construction <br />next year, or do a design /build. Public Works Director Kowar explained the Public <br />Works projects are stacked for the next six months and with the approaching summer <br />and fall projects, the staff does not have the capacity to take on any more Toad. He <br />explained the Waste Water Plant is at 60% design and they are now shopping for <br />contractors, who unfortunately, cannot provide pricing or promise their availability. He <br />
