Residential customers in Louisville have already begun purchasing Windsource® energy <br />from Xcel. Residential and business customers pay an additional premium of $2.16 / 100 kWh to <br />enroll in the Windsource® program23. In 2012, 4% of residential electricity consumed was <br />supplied through the program4. There are currently no businesses enrolled in Xcel's <br />Windsource® program in Louisville. Encouraging residents and businesses to further enroll to <br />reach 10% of residential electricity and 5% of commercial and industrial electricity being <br />provided through the program would lead to an additional emissions savings of 8,340 mt -CO2e, <br />with the cost of approximately $230,000 spread across the additional enrollees. The additional <br />emissions savings equal 2.25% of the 2012 baseline total. <br />Demand Side Management & EnergySmart Programs <br />Starting in 1996, Xcel Energy has offered services to reduce energy demand and increase <br />energy efficiency throughout its system and customer base through a program called Demand <br />Side Management. The program works toward the co- benefits of reducing strain on Xcel's <br />infrastructure and reducing cost for its customers, offering services including business energy <br />analysis, community energy efficiency planning, consumer education, energy efficiency <br />financing, and residential home energy audits. Xcel has been approved to spend $100,000,000 in <br />Colorado in 2014 to achieve energy savings on both its electric and natural gas systems by 386 <br />million kWh and 6 million therms respectively24 This budget includes costs for Xcel's Saver's <br />Switch program, which credits customer's electric bills for changing air conditioning practices to <br />help manage Xcel's peak load during summer months25. <br />EnergySmart is a program that offers energy advising, prioritized energy upgrade consulting, <br />and project implementation to Boulder County residents and businesses, including those in <br />Louisville. Advisors help clients find and review contract bids and identify eligible rebates and <br />incentives. From 2011 to 2013, a 3 -year, $12.5 million grant through the US Department of <br />Energy provided funding for low interest loans and other financial incentives for energy <br />efficiency upgrades26. The program is now funded by Boulder County. Since 2011, EnergySmart <br />had worked with 410 homes and 130 businesses in Louisville, investing nearly $160,500 in <br />rebates and a total of $1.2 million invested in community energy efficiency26.
