city priorities and provide additional resources to hire temporary staff and vendors to produce <br />one -time special projects that are considered city priorities. Boulder Channel 8's budget provides <br />limited staff to produce programming within the work plan without charges to individual <br />departments. There is a charge to recover costs for projects outside the annual work plan or <br />which occur during peak production periods; these costs are primarily for contract services to <br />cover gaps in staff resources. <br />Of the 18 city departments /divisions, eight have professional communication staff assigned. <br />Communication staff is assigned to the following departments: (Organization Chart <br />ATTACHMENT B) <br />o City Manager's Office, employee communications, organization -wide issues: 6 FTEs <br />FTEs in Video Services - Boulder Channel 8) <br />o Parks & Recreation: .5 FTE <br />o Library: 0.5 FTE <br />o OSMP: 1 FTE <br />o PW /CP &S: 4 FTEs (1 FTE Fixed -term position supporting LEAD) <br />o Boulder's Energy Future: 1 FTE <br />o Police /Fire: 1 FTE (PIO is Police FTE) <br />City departments and divisions without assigned Communication staff or with less <br />than 1 FTE designate a representative to coordinate communications for that <br />department or division. That representative is part of the Public Information Team <br />(PIT) and is coached by the Communications Division/department to provide <br />relevant information in a consistent manner to the appropriate target audiences <br />using the most effective communications channel and/or tool. In most instances PIT <br />responsibilities are lto 5 percent of an employee's time and the individual often is <br />not the department spokesperson. <br />The Communication Division/Department oversees the following areas: <br />• Internal communications <br />o Employee newsletters <br />o Employee updates <br />o All- Employee staff meetings <br />o Employee messages concerning bargaining units, benefits, staff events, wellness <br />programs <br />o Messages from the City Manager <br />o Staff training videos to support organizational initiatives <br />• External communications <br />o Media relations <br />o Community outreach communications <br />o Council messages /coverage <br />o Council memo review <br />o Talking Points for priority projects /events/ sensitive and controversial Issues <br />o Special Event promotion (in conjunction with Event Planner) <br />o Community and department newsletters <br />o Community Surveys <br />(3 <br />11 <br />
