Develop and implement a marginal cost methodology and <br />model for reviewing annexations, rezoning, development <br />and redevelopment proposals <br />ii. New development should have a positive impact on the <br />City's fiscal and economic position. Measurements should <br />include effects on City revenues, service provision, capital <br />investments, job creation, catalytic opportunities, and <br />quality of life <br />iii.
