Planning Commission <br />Meeting Minutes <br />April; 10, 2014 <br />Page 20of 37 <br />Russ says of the 12 licensed vendors in Community Park last year, we have <br />collected from 8. That data is 66% collection success. <br />Rice says that is different from what we heardlast time. Has been some progress <br />since the last meeting? <br />Russ says the numbers are the same and I may have misrepresented the numbers. <br />We have not received tax collection from all the vendors. We have only been able to <br />collect from 8 of the 12. <br />O’Connell asks is there a differentiation in the permitting process between a vendor <br />who is making ice cream on the spot or is coming from their location versus one that <br />has pre-packaged.The initial reason is some of the health and safety issues and <br />refrigeration. When you get pre-packagedthings, the expiration date is on the <br />package. Is that something the City takes into consideration? <br />Russ says all operators regardless within their business license have to have a <br />health certificate from Boulder County which should address all of your concerns. <br />O’Connell asks if Staff knows if Boulder County makes that differentiation between <br />this. <br />Russ says he does not know Boulder County’s health practices but all business <br />operators need to meet their requirements. <br />Russell asks regarding the 30 day requirement, can a food truck in CTC serve a real <br />purpose out there. <br />Russ says on private property, they have a special use by right and they have a <br />special review to operate in perpetuity. It’s just in the public ROW. <br />Public Comment: <br />Michael Menaker, 1827 W Chokecherry Drive. On theissue of Memory Square, <br />regarding dinner and a movie, selling limited menu options, pre sold box lunches,this is <br />definitely catering. A smaller show, however, staffed by volunteers without much <br />experience may want a food truck show up to feed the peoplefor a couple hours. It <br />seems completely different than the church. He disagrees with Staff and would not <br />open this to City sponsored events at the park. He wants to allow a small, all-volunteer <br />inexperienced and easily intimidated group the opportunityto try and get a few more <br />people to attend theirshow. In writing this ordinance, we have an opportunity to make a <br />difference for people who deserve a break.I would propose this language: eliminate <br />pre-packagedand go with ice cream. Art groups hosting events held inside the <br />Louisville Center for the Arts shall be permitted to have one food truck at the event. A <br />food truck may only serve attendees at the sponsored event. <br />Closed Public Hearing and discussion by Commission: <br />Brauneissays he hopes forthe simplicity of pre-packagedversus non-pre-packaged. In <br />regard to the Art Center, a group holding an event inside of the Art Center would be <br />allowed. We could limit it to one truck without creatingundue hurtles. In discussion <br /> <br />
