Planning Commission
Meeting Minutes
April; 10, 2014
Page 25of 37
3. That the word “pre-packaged” be struck from the ice cream truck limitation. Motion
seconded by Russell.
Name Vote
Chris Pritchard
Jeff MolineYes
Ann O’ConnellNo
Cary TenglerYes
Steve BrauneisYes
Scott Russell Yes
Tom RiceYes
Motion passed/failed:Pass
Motion passes 5-1.
Downtown/Old Town Parking Discussion
Case Manager: Troy Russ, AICP, Director of Planning and Building Safety
Chris Pritchard returns.
Staff Presentation:
Troy presents from a power point presentation.
Parking is an important issue in any part of the community but particularly sensitive in
Downtown over the last couple of years as Downtown’s occupancy has gone up and its
success. Council has asked Staff to put together a project parking committee to work
with Staff to move forward and evaluate if anything needs to be done in Downtown now.
Staff put together interests from Downtown, property owners and event, DBA
representatives, and neighborhood interests particularly from the streets that were most
affected from Lafarge, North Main, and Pine, and implementation concerns from the
City so we have representatives from the Police, Public Works, and Economic
Development.
For the schedule, we held a March 5, 2014 presentation and public kick-off. I am
making the presentation tonight and you can see it in the audience on TV who has not
seen it yet. It goes into a little more data and is more deliberate and this is our only
chance to do it on TV. We have gone to Council for a study session in terms of board
review. We have gone to BRAD already. We are going to the Louisville Revitalization
Commission on Monday. We are showing what we found and heard from the public on
March 5. We will go back to the steering committee next week with a specific set of
recommendations with a broad brush and start to narrow it down. We hope to come
back to you for all regulatory issues that are affecting Chapter 17 in May, and then in
front of City Council which might be delayed just in public output, but this is our current
schedule.
What I hear frequently is what “is the number?”What is our deficit?Parking doesn’t
work that way. I want to go through some best practices so you can see parking in the
