The project is zoned Mixed Use Residential (MU- <br />R) and is to be developed to include a diversity of housing products, civic spaces, <br />urban plazas, streetscapes and commercial opportunities. Tengler works <br />for Comcast. This was discussed at preliminary PUD. Tengler does not want to be <br />recused. Pritchard does not see a conflict unless other Commissioners object. Brauneis <br />clarifies that Tengler does not work in the real estate portion of Comcast. Pritchard feels <br />there is no conflict and prefers Tengler to stay. <br /> <br />Public Notice Certification: <br /> Posted in City Hall, Public Library, Rec. Center, & the Courts and Police Building <br />and Mailed to surrounding property owners on April 18, 2014 <br /> Published in the Boulder Daily Camera on April 20, 2014. <br /> <br /> <br />Staff Report of Facts and Issues: <br />Troy Russ, Director of Planning and Building Safety, presented from power point. <br /> <br />Final Plat, final Planned Use Developed (PUD), and final Special Review Use (SRU) for <br />development known as Downtown East Louisville (DELO). The applicant requests to <br />put it into phases. The first phase of the portion of the development is 55 townhomes. <br />To clarify on the SRU. When Planning Commission approved the SRU at the <br />preliminary, the PUD and the SRU are tied together with site particulars. The PUD <br />controls the site plan, so SRU is integrally tied to it. We are hearing the SRU as a part <br />of this. <br />LOCATION: East of Downtown Louisville. DELO is bordered between the Burlington <br />Northern Railroad on the west, Griffith Street on the north, South Street on the south, <br />and generally bound by Cannon Street which is an unfinished road on the eastern <br />boundary. Documents to be reviewed against are the Louisville Municipal Code (LMC) <br />and the Mixed Use Development Design Standards and Guidelines (MUDDSG) as well <br />as the Highway 42 Framework Plan, and the recently approved Highway 42 Plan itself <br />from an infrastructure perspective. <br />FINAL PLAT: Phase 1 is the northern majority of the site between BNSF and Cannon <br />Street. Phase 1A is the last block in that development and is tied to infrastructure <br />improvements and how the water and sewer lines work. The applicant proposes to <br />extend Front Street as a paved improved road, private from Griffith down to the south as <br />well as Cannon Street. As a part of this, they request the City vacate Front Street and it <br />become a private road and privately maintained roadway. Lafayette would be included <br />in the ultimate development. There is currently a storm water main running <br />underneath Lafayette Street. In this proposal, they are requesting street operations be <br />concluded and just operate as a utility and public easement underneath it. They are <br />
