City Council <br />Meeting Minutes <br />July 15, 2014 <br />Page 5 of 21 <br />Mayor Pro Tem Dalton asked if staff anticipates an increase in the cost for the City <br />Services Facility. City Manager Fleming responded no. Staff continues to value <br />engineer the project and Capital Projects Manager Trettin has identified other ways of <br />saving money on the project, however the City does not have a maximum guaranteed <br />price contract or approval on the Final PUD yet. Those are expected to come before <br />Council on September 2nd. <br />Council member Lipton supported moving some capital items to next year and doing the <br />entire scope of the street surfacing. He felt the year -end funds should be applied as a <br />down payment towards these types of projects. <br />Mayor Muckle addressed the additional $700,000 and the lane mile cost. Public Work <br />Director Kowar explained it is an extension of the bid unit costs. Staff attempted to <br />negotiate price with both contract teams if their scope of work increased, but were <br />unsuccessful. <br />Mayor Muckle felt this year has been a bad year in terms of the construction with the US <br />36 Project and all the flood related issues requiring roads and bridges to be rebuilt. He <br />was not sure it was the best year to resurface all of South Boulder Road, but agreed it <br />would be good to get the entire project completed. Mayor Pro Tem Dalton was also <br />was in favor of completing South Boulder Road <br />Council member Lipton asked what the remobilization cost would be if that that section <br />of South Boulder Road was put off until next year. Public Works Director Kowar stated <br />the remobilization cost would be the same. <br />Council member Lipton inquired about the time frame for the resurfacing of South <br />Boulder Road. Public Works Director Kowar explained the project will begin with <br />concrete and finish with the resurfacing. The work would be complete in late <br />September. If the additional stretch is added the contractor would have to be contacted <br />to mobilize earlier if possible. <br />City Attorney Light asked Finance Director Watson if the City wants to include additional <br />work above out budget, are there appropriated funds available to complete the work or <br />would a budget appropriation would be required. He stated the City could not contract <br />unless there are funds appropriated. Finance Director Watson explained the total <br />contract of $2 million would exceed the line item budget for this project. <br />City Attorney Light explained in order to sign the contract the City must first appropriate <br />the funds. Finance Director Watson explained two budget appropriations are needed; <br />1) to increase the capital projects fund line item, and 2) an appropriation from the <br />General Fund. <br />City Manager Fleming recommended approving the contract subject to an amendment <br />and an additional budget appropriation for $700,000. <br />
