City Council
Meeting Minutes
July 15, 2014
Mayor Pro Tem Dalton asked if staff anticipates an increase in the cost for the City
Services Facility. City Manager Fleming responded no. Staff continues to value
engineer the project and Capital Projects Manager Trettin has identified other ways of
saving money on the project, however the City does not have a maximum guaranteed
price contract or approval on the Final PUD yet. Those are expected to come before
Council on September 2nd.
Council member Lipton supported moving some capital items to next year and doing the
entire scope of the street surfacing. He felt the year -end funds should be applied as a
down payment towards these types of projects.
Mayor Muckle addressed the additional $700,000 and the lane mile cost. Public Work
Director Kowar explained it is an extension of the bid unit costs. Staff attempted to
negotiate price with both contract teams if their scope of work increased, but were
unsuccessful.
Mayor Muckle felt this year has been a bad year in terms of the construction with the US
36 Project and all the flood related issues requiring roads and bridges to be rebuilt. He
was not sure it was the best year to resurface all of South Boulder Road, but agreed it
would be good to get the entire project completed. Mayor Pro Tem Dalton was also
was in favor of completing South Boulder Road
Council member Lipton asked what the remobilization cost would be if that that section
of South Boulder Road was put off until next year. Public Works Director Kowar stated
the remobilization cost would be the same.
Council member Lipton inquired about the time frame for the resurfacing of South
Boulder Road. Public Works Director Kowar explained the project will begin with
concrete and finish with the resurfacing. The work would be complete in late
September. If the additional stretch is added the contractor would have to be contacted
to mobilize earlier if possible.
City Attorney Light asked Finance Director Watson if the City wants to include additional
work above out budget, are there appropriated funds available to complete the work or
would a budget appropriation would be required. He stated the City could not contract
unless there are funds appropriated. Finance Director Watson explained the total
contract of $2 million would exceed the line item budget for this project.
City Attorney Light explained in order to sign the contract the City must first appropriate
the funds. Finance Director Watson explained two budget appropriations are needed;
1) to increase the capital projects fund line item, and 2) an appropriation from the
General Fund.
City Manager Fleming recommended approving the contract subject to an amendment
and an additional budget appropriation for $700,000.
