City Council <br />Meeting Minutes <br />July 15, 2014 <br />Page 9 of 21 <br />Council member Keany stated his understanding the back property line is the ditch and <br />the Lathrop property and there is no plan for development at this time. Mr. McClure <br />confirmed this. <br />Council member Stolzmann recalled this was in the preliminary and money was set <br />aside to extend the road at a later time. <br />Council member Lipton addressed the money to be set aside for the extension of Kaylix <br />at a later time and asked if the road is built at a considerably higher amount, who would <br />build the road the developer or the City. Planner II Robinson responded the City. <br />Council member Lipton fell this would be disadvantageous for the City and did not want <br />to build curbs, gutters and asphalt when it is not needed, nor did he want the City to <br />provide the funding to build the street later on. <br />Mayor Pro Tem Dalton was opposed the extension of Kaylix. Council member <br />Stolzmann felt there may be a public perception the road will not continue. <br />Council member Keany clarified if the Final PUD is approved Kaylix would not be <br />extended, there would be four corners and a crosswalk, but there would not be any <br />curbs or barriers to prevent erosion. Planner II Robinson confirmed and noted there <br />would be a fence at the end of the street. Mayor Muckle noted the extension does not <br />go into the Alkonis Property. <br />Mayor Muckle called for public comment and hearing none closed the public hearing. <br />RESOLUTION No. 36, SERIES 2014 <br />MOTION: Council member Keany moved to approve Resolution No. 36, Series 2014, <br />with an amendment that Kaylix Drive will end at the south side Summit View Drive, the <br />sidewalk, curb and gutter will continue across as presented by the developer, seconded <br />by Mayor Muckle. <br />Mr. McClure requested a modification to the condition to allow 90 -day notice on <br />concrete curb and gutter repairs to allow the HOA sufficient time. Council member <br />Keany and Mayor Muckle accepted the request to modify the motion and the condition. <br />VOTE: All were in favor. <br />ORDINANCE No. 1670, SERIES 2014 <br />MOTION: Mayor Muckle moved to approve Ordinance No. 1670, Series 2014 on first <br />reading, ordered it published and set a public hearing for August 5, 2014, seconded by <br />Council member Keany. All were in favor. <br />
