City Council <br />Meeting Minutes <br />July 15, 2014 <br />Page 8 of 21 <br />Council member Lipton asked whether the cash in -lieu of public land dedication will be <br />based on residential or commercial. Planner II Robinson explained it is based on the <br />current GDP, which is the value of residential land. <br />Mayor Muckle inquired whether the Davidson Highline Ditch Company wants the ditch <br />piped. Planner II Robinson confirmed they did. <br />Mayor Muckle asked if Kaylix will have corners where the road ends and then remain <br />unfinished. Planner II Robinson confirmed it would. Mayor Muckle suggested Kaylix be <br />capped with curbing to prevent flooding a mud buildup. <br />Mayor Muckle inquired whether there will be driveway pans with curbs. Planning and <br />Building Safety Director Russ explained the Planning staff will work with the Public <br />Works Department because such construction details are not identified in the PUD. <br />Mayor Muckle inquired if the curb detail on Kaylix required Council direction. Planning <br />and Building Safety Director Russ expressed his preference for council direction. <br />APPLICANT PRESENTATION <br />Justin McClure, RMCS, Inc., 950 Spruce Street, Louisville, CO, introduced his business <br />partners, David Waldner, and David Greg, a Principal from Boulder Creek Builders. <br />Since the Preliminary PUD was approved in February, nothing has changed in the Final <br />PUD. The Planning Commission unanimously approved the Lanterns Final PUD. He <br />presented a series of slides illustrating the streetscapes, sidewalks and landscaping. <br />Mr. McClure responded to Council questions as follows: The cash in -lieu of land <br />dedication is based on residential land value, which will be finalized prior to the <br />recordation of the subdivision agreement. He was confident the developer could come <br />up with a solution to address the concern over the storm water on Kaylix. The <br />developer is not opposed to extending Kaylix and will contribute funds. <br />Council member Keany addressed a slide, illustrating Kaylix ending at Summit View <br />Drive and stated his understanding Kaylix was to be stubbed and end at the property <br />line. Planner II Robinson explained the curb return, gutter pan and the street would end <br />at the right -of -way line. <br />Council member Keany asked if there would be corner rounds on the south side. <br />Planner II Robinson responded yes and noted this is part of the original proposal for a <br />gutter and crosswalk however this does not address Mayor Muckle's concern. <br />Mr. McClure explained the slide was focused on the bird's eye view of the community <br />and not on the extension of Kaylix. He stated the curb returns would be installed on the <br />south side, but there would be no future asphalt, concrete or gutter improvements past <br />the right -of -way. The developer is willing to work with staff on these issues. <br />
