City Council <br />Meeting Minutes <br />August 5, 2014 <br />Page 4 of 22 <br />38 parking spaces are provided including handicapped parking (32 spaces are <br />required). <br />Expansion: Future 2,000 SF expansion would require 8 additional parking spaces <br />(4/1,000 SF). Currently the site only yields 6 surplus spaces. The applicant has secured <br />a shared parking agreement to allow for additional parking spaces. <br />Architecture: The four sided architecture complies with the CDDSG. The building is 26' <br />tall, has light tan cement siding, cultured stone details divided light windows and <br />mechanical equipment screened by a parapet. <br />The proposed daycare /preschool facility is approximately 1,100 feet from two <br />Medical /Retail Marijuana establishments. The Louisville Municipal Code does not <br />prohibit a day care center from being located next to existing Medical /Retail Marijuana <br />facilities, however, the two existing facilities will not be permitted to alter, expand or <br />extend their existing businesses once a building permit for the daycare center was <br />obtained. <br />Recommendation: Staff recommended approval of Resolution No. 43, Series 2014, for <br />a final PUD and SRU for Goddard Schools without condition. <br />APPLICANT PRESENTATION <br />Craig Cahen, Cahen Architectural Group, 7076 South Alton Way, Centennial, CO, <br />stated is he representing Rick and Julie Avirett, the owners and operators of the <br />proposed Goddard School. The Goddard School Systems represents over 540 schools <br />throughout the county. Goddard is very selective about their operators and locations <br />and is very excited to have a school in Louisville. He explained the expansion area is <br />proposed for an additional classroom and a gymnasium. The parking issue identified by <br />the Planning Commission has been addressed and the marijuana issue has been <br />addressed by the City Attorney. <br />COUNCIL COMMENT <br />Council member Loo inquired whether the owners of the two medical /retail <br />establishments were notified of the daycare /preschool facility. Planning and Building <br />Safety Director Russ stated the staff did not contact them specifically because they are <br />located beyond the LMC required 500' notice distance. Staff sent notices of the public <br />hearings to businesses within the required 500' as required by the Louisville Municipal <br />Code. <br />Council member Loo asked if there were any analogous situations where someone is <br />building something and it affects someone else's ability to add on or build something. <br />Planning and Building Safety Director Russ stated there is a direct correlation between <br />liquor licensing and alcohol establishments throughout the City for a 500' separation. <br />
