He <br />added the purposes of the incentives are to maintain the scale and character of the Downtown <br />while preserving historic materials. <br />Haley asked if the residence component would be eligible for the new construction grants. <br />Robinson stated all of the grant money is being requested for the new addition only. <br />Fahey made a motion to forward the grant request to Council as presented. He requests the <br />verbal presentation should be included in the record since it outlined the intent of the request. <br />Fasick seconded the motion. <br />Motion was approved 4 to 0. <br />La Grave abstained from the vote since he arrived in the middle of the discussion. <br />Probable Cause Determination — 1245 Grant <br />Haley brought back this item since there is now a quorum. <br />Stewart recused himself. <br />Robinson presented the materials in the staff report, which involves finding probably <br />cause for landmarking, which then allows the applicant to move towards the building <br />assessment. He added the review criterion are the same as a landmark request, even <br />though this is not a landmark request. <br />Andy Johnson, DAJ Design, presented as the architect for the property. He stated he is <br />often asked if a structure is worthy of restoring. He believes this structure is worthy <br />restoring because it is a simple home and has maintained most of its historical form. <br />Cindy and Harry Thomas, owners, spoke in regards to the possibility of landmarking <br />their house. <br />Public Comments <br />None heard. <br />Board Discussion <br />Haley stated the social history supports the landmarking, especially if the porch can be <br />restored. <br />Fahey agreed with Haley. <br />La Grave stated he believes the social history and structure qualifies for landmarking. <br />
