<br />NONE <br /> <br />Davidson closed the public hearing and called for Council comments or motions. <br /> <br />Sisk moved that Council adopt Ordinance No. 1221, Series 1996, on second and final reading with <br />the amendment thereto. Seconded by Keany. Roll call was taken. Motion passed by a 6 - 0 vote <br />with Howard being absent. <br /> <br />ADDITION TO PUBLIC COMMENTS <br /> <br />Mayer moved that Terry O'Connor's comments be added to the Agenda. Seconded by Keany. All <br />in favor. <br /> <br />Terry O'Connor, 1480 Moss Rock Place, president of O'Connor Construction and the Colorado Tech <br />Center's General Improvement District, updated Council on what was happening in the District. He <br />pointed out that people are locating their businesses in the CTC because of the cost. It has been the <br />least expensive place to locate a business in Boulder County. He stated that the District had asked <br />staff and some Council members to identify for them what they expect from them in the future so the <br />District could plan its expenditures. The first thing on their agenda is to add a waterline to create a <br />loop. They've appropriated the money and paid the City's design fees. They were told the loop was <br />necessary and now they are being told that it is possible that some time in the future there will be <br />another loop necessary. Now, because of the 96th Street and Dillon Annexation, there is a possibility <br />that this water loop will be enlarged and the District will have to participate at a higher level in the <br />cost, which was an unanticipated. He stated that they only have so much money and they would like <br />to know what is expected of them in the future. They need to look at an alternative way of providing <br />another entry to the Tech Center. They have raised money to extend Cherry Street and the eventual <br />paving of 104th.
