6. Regular Business: <br />A. Resolution No. 51, Series 1998, Framework Plan and Resolution No. 52, <br />Series 1998, Amendment of Title 17 of the LMC and adopting the Design <br />Handbook for Downtown Louisville. <br />Staff Certification/Planning Commission Disclosures: <br />Ken Johnstone, Principal Planner, certified that public notice was published in the Louisville <br />Times on Saturday, September 5, 1998, posted in City Hall and mailed to property owners within <br />approximately '/2 mile of commercial downtown. The notice to the property owners was done as <br />a courtesy to encourage community input, it was not an official notice requirement. <br />Staff Report and Facts and Issues: <br />Ken Johnstone stated that these are two related items being presented for the Commission's <br />consideration, one being the framework plan, which is proposed as a subarea plan or an <br />amendment to the city's comprehensive plan. It would apply generally to the downtown <br />commercial zone areas and then the surrounding residential areas that are considered to be in that <br />impact area. Secondly, the Design Handbook for Downtown Louisville is proposed to be <br />adopted, as is a zoning code amendment and would be enforced through the PUD review process. <br />There has been much input through public workshops with a Steering Committee, as well as City <br />Council and Planning Commission comments. Staff is asking for recommendations of goals, <br />policies and tasks. Mr. Johnstone gave a brief summary of the Framework Plan and Design <br />Guidelines. <br />Commission Questions: <br />Sarah Klahn asked if the shaded areas were indicated as being transition areas, more residential <br />in nature. Is that reality or what the zoning is? <br />Ken Johnstone stated that the intent to look at the buildings and decide whether the building <br />scale and design has established a residential scale of architecture, not so much what the existing <br />uses might be. The transition and core applies only to the Downtown Design Handbook area. <br />Mr. Johnstone explained that the Zoning Code Amendment applies to the C -C and the C -B <br />District. The zoning code amendment is adopting the Design Handbook as the applicable design <br />regulations for Downtown Louisville. The Design Handbook includes the map that shows the <br />transition and core areas. <br />2 <br />
