Members of Public:
Dotty Thompson, 1315 Jefferson. Ms. Thompson's interest was to see how this would affect the
residential area.
Chairman Boulet stated that the commercial area being considered goes on its western most
extreme to the alley between Main Street and LaFarge. Boulet doesn't feel that it will have any
great effect on Jefferson Street unless there are overflow impacts, such as parking.
Mimi Gillatt, 912 Garfield Avenue. Ms. Gillatt put some pictures together regarding a pedestrian
friendly downtown. Ms. Gillatt would like to suggest that page 15 be amended to include
specific pedestrian signage on Main Street, and that the speed limit be reduced on Main Street.
This will help boost consumer possibilities.
Cassandra Volpe, 318 Tyler Avenue. Ms. Volpe is a member of the Louisville Historical
Commission. Ms. Volpe highly endorsed the 27 foot height limit that is being proposed and
would also like to see a demolition review ordinance that would prevent any alteration or
destruction of buildings before their historical relevance and preservation alternatives can be
reviewed and evaluated. She would like to see the historic structure survey be reviewed and
evaluated which was begun in 1982. She would like to see a very simple interim structure survey
process that could be implemented as any rehabilitation or development permit is requested.
This would establish the historical and the architectural significance of a building if there is any.
The 1982 historical structure survey identified 135 historic structures with 28 identified as having
a high degree of historical significance. Of those 28, only 12 where registered and are currently
landmarked in the Louisville multiple resource district. Only 12 are landmarked because of lack
of funds, not because the others didn't qualify.
Caprice Lawless, 601 Lois Drive. Ms. Lawless supports the adoption of Resolution No. 53, to
limit the height of buildings in Downtown Louisville.
Sally Janover, 820 Main Street, owner of Secret Garden Studio in the Marketplace Mall. Ms.
Janover is pleased with the way Louisville looks now and would like to preserve it.
Cheri Ruskus, property owner of 728 Main Street, and member of the Steering Committee. Ms.
Ruskus would like to endorse the adoption of these guidelines simply because we need
something in place for Downtown Louisville and we need it quickly. She would also like to
implement a task force to guide people through the process and to work with people as to what
might or might not work.
Erik Hartronft, 817 Lincoln Avenue, owner of 801 Main Street, and a member of the Steering
Committee. Mr. Hartronft would also like to endorse this document in general and feels that we
really need this for the Downtown area. Mr. Hartronft would like to improve on what we have
and he doesn't feel that just keeping it the way it is would be the answer. The guidelines do a
3
