Paul Wood explained that the parking ratio was based upon utilization surveys which used <br />existing building square footage and existing parking demand. <br />Chairman Boulet suggested that the City Council study establishing a historic preservation plan <br />for Downtown Louisville to compliment the Design Handbook. <br />Commissioner Solek and the other Planning Commissioners would like to see a variety of <br />heights in downtown, and are concerned that with a height restriction of 27 feet, we would end <br />up with a monolithic downtown. Commissioner Solek would also like to see a mixed use <br />element added to downtown, and believes that there would be more mixed uses downtown if <br />incentives were given. <br />Commissioner Klahn moved to adopt Resolution No. 51, Series 1998, adopting the Framework <br />Plan with the text as written and added a list of recommended priorities for key tasks. Seconded <br />by Russ Van Nostrand. <br />1. That an additional `Key Recommendation' related to the priority of historic preservation <br />planning is added on Page 5; and <br />2. That a `Task' is added on Page 31 in the Architectural Character section that requires <br />referrals to the Historical Commission for all PUD applications in the area covered by the <br />Downtown Design Handbook. <br />WHEREAS, the Planning Commission further recommends that the following <br />implementation tasks within the Downtown Framework Plan receive the highest priority for further <br />study and implementation: <br />1. The historic preservation components of the Plan, including the following: consideration of <br />an historic preservation plan, study and consideration of a local historic land marking <br />program, and study and consideration of a demolition ordinance. <br />2. Development and implementation of a parking strategy. <br />3. Development and implementation of tasks related to enhancing pedestrian safety, including <br />consideration of the following: decreased speed limits, and additional signs that establish the <br />priority of the pedestrian downtown. <br />4. Adoption of building density restrictions that are consistent with the results of both the traffic <br />study and the parking strategy in addition to the Framework Plan building scale <br />recommendations. <br />Roll Call Vote: Betty Solek, Yes; Sarah Klahn, Yes; Russ Van Nostrand, Yes; Bill Boulet, Yes. <br />Motion passes 4:0. <br />5 <br />
