Design Guideline of a two -story building. <br />Erik Hartronft feels that there needs to be sloped buildings, otherwise it will encourage <br />everything to go up to the maximum at a flat rate which won't help with the transition areas and a <br />lot of other things. <br />Public Hearing Closed / Commission Comments: <br />Commissioner Solek feels that transfer density rights, a provision for mixed use and incentives <br />for residential are missing from this ordinance. She does not think that 27 feet will provide what <br />is needed architecturally and that there should be enough height to create sloped roofs. All other <br />Commissioners agreed. <br />Motion made by Bill Boulet to reject the proposed ordinance and recommend that any height <br />limit established by the City should include special consideration for pitched roof structures up to <br />35 feet at the peak; that the height limit should be set at a level which permits a meaningful <br />transfer of density rights and mixed use development and; that if the 27 -foot height limit is <br />adopted, a sunset provision be included to allow for certainty during development of appropriate <br />height limits. Seconded by Russ Van Nostrand. <br />Friendly amendment by Betty Solek that differences in height limits should be incorporated for <br />transition and core areas. <br />Paul Wood asked for clarification of transfer of density rights. <br />Chairman Boulet asked Mr. Wood to transmit to Council that the Planning Commission is <br />concerned how the ordinance is going to affect the numerous provisions in the Design Handbook <br />and how it does not take into consideration the fact that a uniform height limit may not be <br />appropriate for the transition and core areas, or for different types of structures. <br />New motion made by Chairman Boulet to reject the proposed ordinance and recommend that the <br />City Council not adopt it. Seconded by Russ Van Nostrand. <br />Roll Call Vote: Sarah Klahn, Yes; Betty Solek, No; Russ Van Nostrand, Yes; Bill Boulet, Yes. <br />Motion passes 3:1. <br />C.
