Public Hearing Closed/Commission Comments:

Commissioner Lipton likes the project and thinks that it will be an attractive building. He is more
concerned about the color and suggested that the roof color be a little bit lighter. He would also
like some better articulation around the two front doors to the building.

Commissioner Thompson likes the idea of repeating the arch above the main entrance. She is
comfortable with the condition regarding the access as written. She would also like to leave the
seating condition as it is.

Commissioner Boulet doesn’t think from an access standpoint that there is anything that can be
done that would make him totally comfortable. Given the nature of the downtown area he feels
that the two options offered are the best solutions that they can come up with. Boulet thinks that
having a right-in, right-out is sufficient under these circumstances. Overall he is in favor of the
project and thinks it will be a wonderful addition to this block of Front Street.

Commissioner Solek agrees with all of the comments she has heard. She is comfortable moving
forward with option 2 especially since it gives the City some options if light rail access occurs in
the future. She would like to add some language to Condition No. 1 regarding some sort of
paving solution to prevent excessive ware of turf in the sitting area. “Additional detailing for the
main entryway and lighter entrance colors and colors for the roof.”

Commissioner Pritchard agrees that the arch would be nice, but he would only accent that main
entrance, he would not go to the northern stairwell because it would not be balanced.

Commissioner McAvinew is in favor of the project and hopes that option 2 will work out. He
would like to offer a condition or statement regarding the understanding that Public Service will
relocate the meters from the Arapahoe Building and the gas line under the north property line of
this application.

Motion made by Commissioner Solek to approve Resolution No. 3, Series 2000, approving a
Final PUD Development Plan for a new commercial building and relate site improvements on Lots
5 and 6, Block B, Town of Louisville 706 – 700 Front Street with Condition No. 1 as written by
Staff and add the language “That flagstone paving with ground covers or other solution be used
to prevent excessive wear of turf in seating area.” Conditions 2 through 13 as written by Staff.
Condition 14 “Provide more detailing on ground level which serves to identify main entryway.
Use entry colors to lighten color scheme of building and use lighter color for roof asphalt and
depict it on the colored elevation. Seconded by Chris Pritchard.

Tom McAvinew would like to have some language regarding Public Service relocating the meters
and gas line.

9
