Mr. Fisher <br />suggested duplicating the arch of the arched window and the arched stonework up above over the <br />header of the entryway. <br /> <br />Commissioner Solek suggested a flagstone patio in the rear of the building with ground covers <br />that would fill in and look like landscaping then there wouldn’t be problems with a mud hole. <br />They could also use benches and a graded table that would allow light to come through. Solek <br />thinks it is a nice building. <br /> <br />Commissioner Pritchard likes the building and has seen these types of buildings before. He stated <br />that people will recognize the entrance when you are at street level. Pritchard is concerned with <br />the parking. Ken Johnstone went over some of the options one being a right-out on to Pine <br />Street. Johnstone also stated that the way the condition in the Staff report is recommended it <br />st <br />would be to give the City until July 31 to get an alley from the railroad behind all of the <br />properties. If the City can do that then they will have to build it that way. <br /> <br />Commissioner McAvinew stated his strong preference for Option 2. He would like to see <br />something that would guarantee the meters are moved. <br /> <br />Staff Summary: <br /> <br />Ken Johnstone stated that Staff is recommending approval of Resolution No. 3, Series 2000, with <br />13 conditions of approval. <br /> <br />Applicant Summary: <br /> <br />Rob Fisher stated that they will be happy to make these changes and if the Commission would like <br />to have the front articulated more they would be happy to do that. After they are able to detail <br />the building, they will know exactly where the gutters and downspouts are going to come down <br />and they will work out the drainage problems. They fully agree with the Staff over the access <br />issue off of Pine Street and would be happy to come off of Pine Street or not to come off of Pine <br />Street, or come off of the railroad right-of-way as soon as it becomes available. The only thing <br />that they would not be happy with is being held up because they are waiting to see if a potential <br />access becomes available. They would like the project to go forward if they have to build the <br />Pine Street access and then at some future date the railroad right-of-way becomes available they <br />would work out something to get access off of the railroad right-of-way and then they will shut <br />down the Pine Street access. He does not feel that this is an irreversible situation. Fisher also <br />feels that Option 2 is the better option because it provides more landscaping and makes the back a <br />little bit more attractive. He hopes that a situation that they have no control over does not hold <br />them up from proceeding through the normal PUD and building department processes. <br /> <br /> <br /> 8 <br /> <br />
