Staff does support the application with eight conditions as stated in Resolution No. 10, Series 2000.

Applicant Summary:

None.

Public Hearing Closed/Commission Comments/Vote:

Commissioner McAvinew is in favor of this application. He would like to have something in the
conditions to add some language about recycling and deleting Condition No. 5 all together. Existing
residence already find parking wherever they can.

Commissioner Kalish really likes this project. She would to leave the number of units at five, which are
smaller and more affordable. With respect to parking she would also like to delete Condition No. 5. She
feels that reducing the division between the front porches will help. She would recommend simply saying
the trash/recycling enclosure.

Chairman Lipton has some mixed feelings about the project. He thinks it is a terrible use for the property
with the nuisance of the railroad and the school. He does think it is attractive but not a good place for
residential.

Commissioner Leh thinks it is a good use since it is close to downtown and to bus routes.

Commissioner McDermott is bothered that the architecture will change the look of the street. He does
like the look of the apartments.

Commissioner Thompson thinks it is a good project.

Motion made by Commissioner McAvinew to approve Resolution No. 10, Series 2000, approving a SRU
and final PUD development plan for the Caledonia Place multiple family housing project in the 1500
hundred block of Main Street with the conditions listed by Staff with a modification to Condition No. 2
to read, “trash/recycling enclosure”, to change the last sentence of Condition No. 4 to read, “to adjacent
properties be constructed from stamped concrete of a color to match the brick of the units. No. 8, to
insert, “…is modified to Caledonia Place Apartments.” To avoid confusion with the subdivision plat
titled Caledonia Place. Seconded by Debra Kalish.

Commissioner McDermott added that plan number 1 supercedes layout of entrance sidewalks.

Accepted by Commissioner McAvinew and Commissioner Kalish.

McAvinew also added that any retaining wall exposed to adjacent properties be constructed from an
enhanced material of a color and texture to match the building.

Accepted by seconder.

Commissioner McAvinew also deleted condition No. 5. Accepted by Seconder.

11
