<br />Kenneth Johnstone, Principal Planner, certified that public notice was published in the Daily Camera, <br />Sunday, February 27, 2000, and mailed and posted in City Hall, on Friday, February 25, 2000. Mr. <br />Johnstone noted that he did not see the applicant in audience and suggested a continuance. <br />Commissioner Lipton suggested moving this application to later on the agenda. All Planning <br />Commissioners agreed. <br /> <br /> <br />E.Resolution No. 8, Series 2000, Boulder County Community Music School, 557 S. <br />Boulder Road, tenant space in existing Village Square Shopping Center, Special <br />Review Use for children’s music classes in a C-C Zoning District. <br /> <br />Staff Public Notice Certification: <br /> <br />Kenneth Johnstone, Principal Planner, certified that public notice was published in the Daily Camera, <br />Sunday, February 27, 2000, and mailed to property owners and posted in City Hall, Friday, February 25, <br />2000. All Planning Commissioners verified that they were familiar with the site. <br /> <br />Staff Report of Facts and Issues: <br /> <br />Ken Johnstone reported the details of this matter as stated in the Staff report. <br /> <br />Commission Questions: <br /> <br />Commissioner McDermott asked if this were approved would it in any way advocate the rights of people <br />to complain about noise, being a nuisance. <br /> <br />Mr. Johnstone stated that the purpose of the Special Review Use is intended to proactively address <br />potential nuisance impacts. It would not preclude it and if there are problems they can be addressed. <br /> <br />Applicant Presentation: <br /> <br />Sue Schnitzer, Director of Boulder County’s Community Music School. Ms. Schnitzer has spoken to <br />adjacent tenants on either side of the facility regarding the noise issue. The owner of the facility is <br />installing an interior sound wall to help insulate it. They do not anticipate a sound problem. Most of the <br />classes are young children in the mornings, with individual lessons in the afternoon as well as some adult <br />lessons in the afternoon and on the weekends. <br /> <br />Members of Public: <br /> <br />None. <br /> <br />Commission Questions: <br /> <br />Commissioner McDermott asked if there are fire walls that delineate each of those small areas that go all <br />the way up and actually insulate them.
