<br />will work with any landowner that is impacted. They will replace vegetation and fences and will <br />work with the City, especially in pole locations. This is not the only location that this is <br />happening in the metro area. Public Service is trying to meet the needs of all of their customers. <br />Mr. Thompson spoke with the Director of Operations from the Boulder Valley School District, <br />Mr. Dale Hobbs. Their issues are concerned with the magnetic field strengths if they are going <br />down, which is being proposed with the project above ground. They are comfortable with that <br />situation. <br /> <br />Mr. Thompson stated that one disadvantage of undergrounding is that it is very difficult to <br />maintain. If they have a problem with an underground line, they can outages for several days <br />versus overhead, they can get to it and fix it within hours. The cost is a big issue. Rates will go <br />up for everyone if they look to put the lines underground. Public Service acquires right-of-way to <br />address and to protect the general public at large, as well as their workers. There is a 75-foot <br />right-of-way and when they construct or design a line, safety is of utmost concern and that is why <br />they are proposing what they are. Safety will be addressed. <br /> <br />Commissioner Lipton informed the audience that City Staff on behalf of the Planning Commission <br />will be posting the April 11, 2000, Staff report on the City’s web page. There will be further <br />information also posted on the web site. <br /> <br />Staff Summary and Recommendation: <br /> <br />Paul Wood recommended that the public hearing of Resolution No. 12, Series 2000, to the next <br />regular meeting on May 9, 2000. Mr. Wood recommended that the public hearing stay open in <br />th <br />order to receive comment on May 9. Mr. Wood encouraged the public to submit any further <br />th <br />information that will be entered into the record on May 9. <br /> <br />Public Hearing Closed Commission Comments: <br /> <br />Commissioner Pritchard would like to have a better understanding of the legal context. He would <br />like to know who will bear the cost of under grounding the line. <br /> <br />Commissioner Kalish would like to see projections for future amperage that might be going <br />through the lines in 20 years. She would also like to know what the maintenance rate would be <br />for buried lines. It seems that lines that are above ground would have a much greater incidence of <br />damage to them just by being exposed to weather. What would a comparison be between above <br />ground and buried as well as the cost? There is significant visual impact on the whole community. <br /> <br />Commissioner Lipton feels that it is unfair to ask this community to bear the burden financially of <br />undergrounding these lines. He would like to see further research to see if there are other <br />opportunities to pay for undergrounding. He would like to see more analysis on re-routing <br />opportunities. The character of the community has changed and our expectations and standards <br />need to change with that.
