that the actual height above ground level is indicated so that people will be able to understand
that. Mr. Diehl stated that the height above ground range from 52 feet to 71 feet. Mr. Diehl
provided an information packet to the audience regarding the service area for all of the
substations in the Denver Metro area. There is a chart showing each structure number with the
height above ground listed next to it, as well as a map showing where the structures are
specifically located along the route. There is also a table discussing various alternatives for a
single pole, H-frame, H-frame tall or H-frame same height, and a magnetic field chart of the
existing line and the maximum conditions and the magnetic fields under the proposed new line.
There is also an audible noise chart based on the future H-frame, existing H-frame and future
single-steel pole.

Mr. Diehl stated that at least 62% of the load growth is attributed directly to Louisville. There is
a misconception that the line is being updated to serve developments outside of Louisville. That
is not true. Other means are being used to service growth that is occurring outside of Louisville,
other than upgrading this line.

Mr. Diehl introduced the Staff that will be available to answer questions.

Commission Questions:

Commissioner McAvinew asked for a breakdown of the lump numbers combining operating costs
and maintenance costs.

Commissioner Leh asked what the status was of Public Service attempting to site and construct a
new substation and transmission line south of Jefferson County. What else is being done to
service our neighbors to the south?

Mr. Diehl, PSCO, stated that around the Great Western Reservoir they are proposing a substation
transmission hook-up to serve the development south of Broomfield.

Larry Keith, with Greystone, a consultant for PSCO on this application, 5231 South Quebec
Street, Greenwood Village, CO 80111. Mr. Keith stated that this substation will be located on
the north side of Interlocken Garden, west of Wadsworth and north of Highway 128. The
temporary substation was permitted for a two-year period while the new substation in mind is
being sited and permitted. A siting study has been conducted to tap the existing line that runs
south from the Valmont power plant in Boulder to Public Service Company facilities in the
northwest metropolitan area in Arvada. That line crosses the Department of Energy Rocky Flats
Environmental Technology site. The line is located approximately 3 miles west of Indiana Street.
PSCO has met with cities of Westminster and Broomfield whose jurisdiction the line would
primarily cross once it exists the area. PSCO is still working with the Rocky Flats to see where
the best location to come off of the Rocky Flats property is. That is supposed to be in service in
October of 2001, which provides about a six-month window before May 2002 when the
temporary substation is supposed to be removed. It is being actively pursued at this time.

3
