<br />grounding sit on the table with nothing being done? She was upset reading the recommendations <br />from Staff and did not think it was based on any independent research. She would like to look <br />into other views such as appraising firms saying that there is an effect and that houses along the <br />lines do not sell very well. Why was that not in the report? Ms. Rowe is concerned that the <br />EMF has not been taken into account. There is conflicting information at this time. There has <br />never been an answer to the question if the voltage down the road can be increased? If the <br />voltages can be increased down the line, and then the current can be increased down the line, then <br />the EMF’s can be increased down the line. There is no answer to any of the recourse questions <br />that the public has asked. This decision is a window of opportunity and she would like to see a <br />decision for the future be made. <br /> <br />Fred Backes, 793 West Tamarisk Street, Louisville, CO 80027. Mr. Backes is adjacent to the <br />power lines. Mr. Backes is also concerned with the EMF and questions not being answered. Mr. <br />Backes asked if the City along with Public Service can come up with a way of financing the burial, <br />then what can the residents do? They have not had any answers. What are the consequences that <br />Public Service would be treated with if in fact, the commitments that they make have not been <br />adhered to? <br /> <br />Chairman Lipton gave a brief overview to the public as to what the Planning Commissions role is <br />in decision making. <br /> <br />Commissioner Leh explained to the public that they as a Commission are passing on a Special <br />Review Use which involves evaluating the proposal that has been made by Public Service against <br />five criteria. Commissioner Leh read the five criteria that have to be met. <br /> <br />Ted Snow, 511 Eisenhower Drive, adjacent to the power lines. Mr. Snow is not convinced that <br />there is a safety issue regarding EMFs. The results at best are mixed and the outcome in most of <br />the studies indicates that there is not a health hazard. Mr. Snow is not sure on what basis that <br />people assume that under grounding the power lines will remove the EMF. It will probably be <br />closer to the houses than if they are 80 feet in the air. He feels that this is really about aesthetics <br />and property values. If there is a movement to under ground these power lines at a high expense, <br />he does not think that the citizens of Louisville as a whole should bear the expense. It should be <br />the expense of those people who want to improve their aesthetics and property values. <br /> <br />Christopher Westdyke, 764 West Lois Court, Louisville, CO 80027. Mr. Westdyke hopes that <br />the public does have a voice that will be heard. If under grounding is on the table, then he feels <br />that a different course should not be recommended. He would like to see this denied in its current <br />form. <br /> <br />Staff Summary and Recommendation: <br /> <br />Paul Wood requested a motion from the Commission to enter into the record 42 additional e- <br />thth <br />mails that were submitted to Staff between May 10 and June 7.
