Full new public notice was published for this meeting. Public Notification was <br />published in the Daily Camera on October 19, 2000. It was posted in City Hall on Oct 29, 2000 <br />and mailed to the appropriate property owners on October 27, 2000. <br /> <br />Staff Report of Facts and Issues: <br />Johnstone reported this is a Final Plat (Replat), Replat C, The Business Center at CTC, a final <br />subdivision replat of Lot 5, The Business Center at CTC Replat B, and Lots 6 and 7, Block 2, <br />The Business Center at CTC, subdividing three existing lots into 10 proposed lots. The <br />applicant/developer is proposing to replat these existing large lots within the Business Center at <br />CTC subdivision. The property was previously platted in 1998. The property is within an <br />Industrial subarea of the Business Center at CTC General Development Plan. The lots will be <br />subject to the design requirements contained in the City’s Industrial Development Design <br />Standards and Guidelines (IDDSG). The Business Center at CTC was also approved as an <br />overall final PUD, establishing perimeter landscaping, development signage and other components <br />of the broader subdivision improvements. Individual lots are still subject to review as preliminary <br />and/or final PUDs, depending on the size and type of development being proposed. No site <br />specific PUD is being proposed as part of this replat request. <br /> <br />During the early stages of the previous subdivision platting process, two cul-de-sacs had been <br />proposed for this block, one coming off Taylor Avenue and the other CTC Boulevard. Various <br />concerns were raised with that street design, with the end result being three large lots with <br />frontage on Taylor Avenue and/or CTC Boulevard. <br /> <br />The Planning Commission reviewed a preliminary plat application for this replat at the September <br />12 meeting. The preliminary plat was approved without condition. Technical details regarding <br />street geometry and utility planning have been resolved during the final plat referral process. <br /> <br />As discussed during the preliminary hearing on this proposal, the replat is proposed to create <br />smaller lots, consistent with what they believe to be the current market demand in this area. The <br />lots range in size from 2.4 to 2.85 acres. That is approximately double the size of typical lots in <br />the original CTC, First Filing, though smaller than the average size for lots in the more recently <br />platted Business Center and Park at CTC subdivisions. No information is provided on specific <br />users or developments for these lots and therefore, no site specific final PUDs are being <br />considered. <br /> <br />A new local public street is being dedicated as part of the replat. A subdivision agreement will be <br />required to establish the terms of that right-of-way dedication and the installation of public <br /> <br /> 4 <br /> <br />
