<br />Commissioner McAvinew – Mr. Diehl, are you telling us there is no way that the power could be <br />temporarily re-routed to take care of needs by next summer? <br /> <br />Mr. Diehl, We’ve evaluated load on lines, system attached to that line and studies show that by <br />not rebuilding next spring, we will not be able to shut down that line to re-build it sometime the <br />future. Short answer to your question is yes. it will be come increasing more difficult to safely <br />rebuild <br /> <br />Commissioner McAvinew, when was problem identify? <br /> <br />Mr. Diehl, 1990 <br /> <br />Commissioner McAvinew - Why wait until 1999? <br /> <br />Mr. Diehl, September of 1999 should have been enough time to get 90-day permits cleared. <br /> <br />Commissioner Lipton – did you really answer the question Tom’s question regarding brown/black <br />outs. <br /> <br />Mr. Diehl – short answer is yes, we will have brown/black outs. <br /> <br />Lengthy discussion followed regarding the brown/black outs. <br /> <br />Commissioner Lipton – read quote from a letter about Jeffco airport substation. <br /> <br />Lengthy discusses followed regarding the JeffCo Airport substation. <br /> <br />Commissioner McAvinew – let’s image that underground avenues would open up. Is there <br />something that can be done to have our cake and eat it too. Is there something we can do between <br />now and the underground. <br /> <br />Lengthy discussion regarding relocation of line. <br /> <br />Mr. Diehl – when system operations folks looked at the load and then ask can we shut down that <br />line – we do not have the 2 years to delay the upgrade of this line until financing to bury the line. <br />There is not benefit to us to build lines before they are needed.
