Motion <br />passed. <br /> <br /> <br />4.Public Comments- Items Not On the Agenda <br /> <br />None heard. <br /> <br /> <br />5.Regular Business - Public Hearings <br /> <br />Resolution No. 27, Series, 2001 <br />, a zoning of Single Family – Medium Density (SF- <br /> <br /> <br />MD), for the proposed annexation of the Schreiter/Slavec property, on the north side of <br />Pine Street, opposite Johnson Ave. to the south. Case #01-019-AX/ZN. <br /> <br /> <br />Applicant: Interwest Development, LLC (Rick Hurley) <br /> <br /> <br />Owners: Donna Schreiter and Linda Slavec <br /> <br /> <br /> <br />Representative: Curt Rautenstrauss <br /> <br />Public Notice Verification: Paul Wood, Planning Director reported that public notice was properly <br />served having been published in the Daily Camera, posted in City Hall and mailed to the surrounding <br />property owners. <br /> <br />Staff Report of Facts and Issues: Wood reported that the applicant is requesting a Single Family- <br />Medium Density (SF-MD) zoning for the property that they desire to have annexed to the City of <br />Louisville. The property owners, Donna Schreiter and Linda K. Slavec own approximately 1.57 acres <br />in area and is located at 201 West Pine Street. The parcel itself is not an enclave, representing the <br />westerly half of a larger enclave. The easterly half of the unincorporated enclave is owned by David <br />and Donna Schreiter. <br /> <br />The applicant has submitted a conceptual site plan, which reflects that one of three existing structures <br />would be preserved. The site plan reflects a total of one existing residence and four new homes. The <br />SF-MD District requires a minimum lot area of 12,000 SF. The next most restrictive zone designation <br />would be SF-LD, which carries a ½ acre lot minimum, or 21,780 SF. Immediately to the west, the <br />Treehaven Subdivision has lots that are 20,000 SF. The West Pine Street Village Subdivision to the <br />south and across Pine Street has an average lot area of just over 8,000 SF. To the east are smaller lots, <br />which are generally less than 7,000 SF. The applicant’s request for a total of five dwelling units would <br />yield a density on net acreage of 3.7 dwelling units per acre. Such density would yield an average lot <br />area of 11,600, which falls below the required minimum lot size of 12,000 SF for the requested zone <br />district. The net acreage would likely be reduced further by the required open space dedication, which <br />would be exacted at the time of subdivision platting. The applicant would likely need to reduce the <br />number of units by one to be consistent with the SF-MD minimum lot size requirements. <br /> <br />Staff supports the SF-MD as a good transition zone from east to west and therefore recommend <br />approval of the SF-MD zone designation. <br /> <br />Commission Questions: <br /> <br />Lipton asked for a clarification of what the Planning Commission action should be this evening. <br /> <br />Wood replied that the Planning Commission is responsible to make a recommendation to City Council <br />for the appropriate zoning of the property if it is annexed to the City of Louisville. <br /> <br />McDermott asked if the zoning and annexation of this property would affect the property to the east. <br />2 <br /> <br /> <br />
