<br />The applicant proposes to add two car wash bays at either end of the existing facility and convert one <br />of the existing bays to an automatic car wash. With the expansion, the car wash will be 30 feet from <br />Dahlia Street, still well within the 20-foot minimum requirement. The two new bays eliminate the <br />vehicular circulation around the east and west ends of the building. Staff does not find those necessary <br />for proper on-site circulation. Staff believes that it does make it more important to identify the narrow <br />drive aisle along the south property line to be as a one-way, exit only, which should be noted with <br />appropriate directional signage. <br /> <br /> <br />Vehicle-stacking space is a potential concern. The applicant has not provided specific data estimating <br />stacking requirements. Given the proposed location of the automatic bay, any stacking for that bay <br />could interfere with ease of access to one or several of the manual bays. There is also not a clearly <br />identified location for where a queue should occur. Staff is recommending a 12-foot stacking lane be <br />defined with striping adjacent to the south side of the landscape island that runs along the north <br />property line. <br /> <br />The applicant has provided noise information for the automatic car wash facility, which gives various <br />decibel readings. With the doors open, the decibel level is 70,100-feet away. The property lines of the <br />residences in the Meadows at Coal Creek Subdivision are approximately 175 feet away. Further, the <br />stated decibel levels do not take into account the existing and proposed landscaping to the east of the <br />car wash. Staff is not concerned with the addition of a third vacuum station given that it is located <br />close to the street rather than the residences. <br /> <br />Landscape coverage is slightly increased with the addition of landscaping at the east end of the <br />building. Plant material requirements are increased in several areas to bring the site into compliance <br />with CDDSG standards pertaining to plant material quantities. <br /> <br />Staff is recommending that the sign be replaced with a sign that complies with all CDDSG <br />requirements and be reduced in size and height to 20 square feet and six feet respectively, based on the <br />small size of the parcel. <br /> <br />A photometric site lighting plan has been provided. Staff finds lighting levels acceptable. <br /> <br />The proposal, with conditions, complies with the Commercial Development Design Standards and <br />Guidelines. Staff is recommending approval with seven (7) conditions. <br /> <br />Commission Questions: <br /> <br />McDermott requested clarification of the location of the automatic wash bay. <br /> <br />Johnstone replied that the automatic wash bay is to be located on the east end of the washing bays. <br /> <br />Applicant Presentation: James Raymond, 1675 Carr Street, #210 South, Lakewood, CO. Raymond <br />addressed the conditions of the Resolution. He also clarified that they are requesting only one <br />automatic wash bay and not two. <br /> <br />Johnstone responded by providing the revised wording of condition 4. <br /> <br />Raymond is requesting approval of the project by the Planning Commission. <br />7 <br /> <br /> <br />
