Commissioner Lipton added Condition No. 6 which says that the applicant has not provided
enough information on how the final building mix and layout will occur in order to determine
reasonable requirements for parking, drainage and screening. Accepted by Sarah Klahn.

A yes vote is to disapprove the proposal.

Roll Call Vote:
Chris Pritchard, Yes; Robert McAllister, Yes; Bill Boulet, Yes; Sarah Klahn,
Yes; Jeff Lipton, Yes. Motion carries 5:0 to disapprove the Preliminary PUD and Preliminary
Replat.

Staff Comments:

None.

Commission Comments:

Bill Boulet asked when the Industrial Design Guidelines will be discussed. Paul Wood stated that
meetings should start taking place in April.

Robert McAllister suggested that a moratorium be placed on CTC until the Industrial Design
Guidelines are established. Paul Wood, Planning Director, stated that there have been some
projects that have gone through with clear support because the applicant had met all of the
conditions of Planning Commission. Jeff Lipton is not in favor of a moratorium. Bill Boulet
understands why Robert suggested a moratorium, however, he feels that it is possible to keep the
standards as high as possible in the interim without having to halt all development while waiting to
get the guidelines in place. Jeff Lipton suggested the Bill Boulet meet with the Mayor and the
City Administrator, Bill Simmons, to discuss with them how important it is to get moving on the
Design Guidelines and see if there could be some agreement in order to get this scheduled.
Chairman, Bill Boulet, agreed that this is important and that he would meet with the Mayor and
City Administrator and report back to the Commission.

Adjournment:

Meeting adjourned at 11:00 p.m.

9
