Commissioner Lipton disagrees with the issue of the lack of three-story capability for
redevelopment and because of that Louisville may not see the investment in downtown and the
vitality that people want out of this area.

Motion made by Jeffrey Lipton to approve Ordinance No. 1293, Series 1999, approving and
adopting the design handbook for Downtown Louisville. Seconded by Chris Pritchard.

Commissioner Lipton presented a statement which read: “It is the sense of the Planning
Commission that the east side of the tracks should likely be treated somewhat differently from a
design guideline perspective than the west side of the tracks. However, until separate design
guidelines are developed and enacted for the eastside of the tracks, it is imparative that the
downtown design guidelines apply equally to both sides.”

Roll Call Vote:
Bill Boulet, Yes; Robert McAllister, Yes; Betty Solek, Yes; Jeffrey Lipton, Yes;
Chris Pritchard, Yes. Motion passes 5:0.

B. Resolution No. 15, Series 1999, a Resolution recommending approval of an
ordinance amending Chapter 17.20 of the Municipal code and the
Commercial Development Design Standards and Guidelines to require
development within Downtown Louisville meet specific off-street parking
requirements.

Staff Public Notice Certification/ Planning Commission Disclosure:

Manjeet Ranu, Planner I, certified that public notice was published in the Daily Camera on
February 21, 1999, and posted in City on February 19, 1999. This ordinance was continued from
the previous Planning Commission meeting on March 9, 1999. The Commission has heard this
previously in November.

Staff Report and Facts and Issues:

Mr. Ranu explained that this proposed ordinace is intended to establish a new parking
requirement to better suit downtown parking needs. This ordinance has been brought back to the
Planning Commission because it has been revised considerably. Mr. Ranu gave a brief description
of the details of this matter as stated in the staff report.

Commission Questions:

Chairman Boulet asked if a building were remodeled and there were not any square footage added
to it if they would have to come up with any parking. Mr. Ranu stated that only if the structure
were expanded then they would have to come up with parking.

3
