Chairman Boulet entered the modified sign detail into the record that was stamped in on October
11, 1999.

Applicant Presentation:

Randy Haisfield, Manager of All Star Investments, and owner of Lot 6B, Parcel H, Centennial
Valley, a/k/a Gateway Plaza. Mr. Haisfield believes that there are three major issues at this time.
Mr. Haisfield agrees that they did agree to a two-color restriction and at this time he would like to
change it from garnet and white to garnet and yellow. He would also be willing to work on the
window signs with Blockbuster. Mr. Haisfield stated that there are a number of uses in the
mixed-use category that does not require approval for Special Review Use. He feels that a travel
agency with 35 agents would have a far more intensive use on that site along with pedestrian
traffic and traffic circulations than a Blockbuster Entertainment. Blockbuster averages between
900 and 1,000 trips per week. The majority of those are on Thursday, Friday and Saturday
evenings between 6:00 p.m. and 10:00 p.m. therefore additional parking in the bank lot will be
available. Mr. Haisfield feels that all of the questions are solvable.

Members of Public:

None.

Commission Questions:

Commissioner Pritchard asked where Blockbuster has ever had a facility where they have only
used yellow letters. Mr. Haisfield replied that he has not seen a Blockbuster where they use only
yellow lettering.

Pritchard asked what the average stay at a Blockbuster is. Mr. Bob Turner with Turn Key
Properties, Englewood, Colorado, contractor for Blockbuster answered that Blockbuster
customers stay between 15 and 30 minutes. Mr. Turner stated that they would like to add
another store to the City of Louisville to better serve their customers.

Commissioner Boulet asked what colors they will be using. Mr. Haisfield replied that it is dark
bronze and not blue on the sides and the halo effect meaning that the yellow would not actually be
illuminated at night.

Commissioner Thompson asked if the applicant believes that the site can handle approximately
156 trips between 6:00 and 10:00 p.m. Mr. Haisfield stated that assuming that the average trip is
approximately 15 minutes to a half an hour, and that the bank parking lot is available there should
not be any conflicts. Thompson asked if they are proposing three signs there. Haisfield replied
that they are proposing three signs.
Commissioner Solek asked if what we are going to see on the side of the building facing McCaslin
is the 18 inch high, yellow letters that say Blockbuster and that it will have a bronze return but

3
