flexibility.

Kathy Sacco agrees with Mr. Lanternman in that there are some conflicts in the guidelines. Ms. Sacco
believes that if there is some type of ranking or prioritizing of the guidelines, it would be easier for the
Landscape Architects to follow. Ms. Sacco has noticed that these guidelines make it sound more like
an office zone instead of an industrial zone area. They have to make sure that trucks can make it in
and out of the area more easily. Ms. Sacco would like to see some flexibility in the line of street trees
for future aesthetics. Ms. Sacco would also suggest only using Buffalo grass where it can be
contained so it will not shoot off into other areas which would cause maintenance headaches.

Garth Braun agrees that by prioritizing the important standards, it would make it easier to make
decisions in the design process. He would like to see some type of checklist to make it easier for
applicants and for staff. Mr. Braun also pointed out that the users of the building are industrial users
and will have to have long straight walls most of the time for what they are using the buildings for in
an industrial park.

Commission Comments/Questions:

Commissioner Lipton explained to the PC the process that they went through to come up with these
guidelines. This is a document that a lot of people came to agreement on and hopes that the Planning
Commission will keep that in mind and not suggest a whole lot of changes. Mr. Lipton supports the
document presented at this time.

Chairman Boulet would like to see a couple of things “tightened up” a little bit.

Commissioner Solek would like to see some way of tracking the conflicts or changes that they see
needed as they apply these standards.

Commissioner McAvinew would like this to be looked at twice in the first year and then once a year
thereafter.

Mr. Kitzman went through his memorandum regarding suggested Industrial Drainage Design
Guidelines and discussed it with the Planning Commission.

The Commissioners went through comments regarding typographical errors, specific language and
modifications to the guidelines.

Motion and Vote:

Motion made by Bill Boulet to approve the Industrial Design Standards and Guidelines and
recommend that the City Council adopt them with the typographical changes as noted during Planning
Commission discussion and with the substantive changes on which the PC has reached consensus.
Seconded by Jeff Lipton.

Friendly amendment made by Jeff Lipton to approve Resolution No. 47, Series 1999 at the beginning

11
