Revitalization Commission <br />Minutes <br />August 11, 2014 <br />Page 5 of 6 <br />City Manager Fleming said the LRC has agreed to fund the project to a certain <br />level. He has an issue with using URA wide money to pay for specific property <br />improvement. Commissioner Menaker said if we don't believe what we are doing <br />in the URA benefits the entire community we shouldn't be doing it. Fleming said <br />that regional detention provides specific benefit to property. <br />Mayor Muckle said property owners should contribute. The LRC is substantially <br />defraying cost. He supports the LRC fronting money then seeking <br />reimbursement as development happens. <br />Chair Becker asked how much maintenance is involved. Commissioner Menaker <br />said City Council discussed this: there are not maintenance costs. Commissioner <br />Menaker said he is not supportive of backfilling from property owners. <br />Commissioner Tofte asked what the pro rata share would be. He disagrees with <br />Commissioner Menaker; he does not have a problem asking for a nominal <br />amount from property owners. Regional detention frees up more of their property <br />for development. <br />Chair Becker said regional detention is in -line with the LRC mission. It allows the <br />DELO project to provide a better public space. <br />Commissioner Menaker said if you remove the requirement for individual <br />detention and allow more development it will create stimulus. <br />Chair Becker stated he believes the LRC needs to commit funding. <br />Commissioner Fisher said the path of least resistance is for us to do regional <br />detention. He feels it would be difficult to compute the amount for reimbursement <br />from property owners. He does not want regional detention to hold up the <br />project. He is in favor of moving forward. <br />Commissioner Tofte does not want to slow the project down. He is fine with <br />moving forward. <br />City Manager Fleming said there are good arguments on both sides. The <br />political argument will come up but he feels we should be able to come up with <br />the funds. <br />Randy Caranci stated he believes the LRC needs to move forward. <br />Mayor Muckle supports the LRC spending the money to build regional detention <br />and would like staff to develop a mechanism for schedule of repayment. <br />
